public golf course. Also, the golf course, one of.
only 4 places in South Bend still bearing the
Studebaker name, was an important part of the city's
heritage; also, it occupied what was originally
Studebaker land.
A recent South Bend Tribune article, he said, had
argued in favor of retaining the golf course, saying
it .was-_ important-.-to---maintain---an—o.p-en--Sr-een-..spac,e--j-n
the city. Therefore he still favored landmark status
for the golf course.
A man said that keeping Riley at Ewing was more
important to the city than was maintaining a green
space. if Riley were relocated, and not replaced with
another school, there would be far too much "open
space" in that neighborhood.
A woman said that, despite all efforts at persuasion,
the School Board insisted that Riley High School
needed more land. Annexing part of the golf course
was the only way to keep the school at Ewing. Under
these circumstances, she felt the best solution was to
move the golf course 71 blocks west. She drew the
HPC's attention to a petition she'd brought, bearing
the signatures of 1,000 people whoendorsedthis
position. She also pointed out that the school, rated
S-12, had far more historic value than the golf
course.
Mr. Oxian said he considered moving the golf course a
mistake; all of it would not be lost even if Riley
were enlarged, and moving it'would mean the demolition
of 110 houses. The woman pointed out that the land
she had in mind for the golf course was an unused
tract near Rum Village, not the Kesey-Ohio street area
north of the existing golf course.
Mr. Oxian asked for closing remarks from the HPC.
Mrs. Sporleder said that this case had pointed up the
need to establish landmarking standards for
landscapes. Mr. Oxian said that, while he had written
standards for landscapes, these standards only applied
to landscapes that formed a context for a historic
landmark. There were no standards for landmarking
landscapes alone.
Mr. Oxian called for a vote (see D. 12). Mr. Eide.
Mrs. Choitz. Mr. Schafer. and Mrs. Petrass opposed the
motion; Mr. Oxian, Mrs. Dennen. and Mr. Welsheimer
abstained. Motion defeated.
13
