<br />Mrs. Price moved that we pay Jeann Denham $250.00 for Technical
<br />Assistance out of Line 264 for the month of June. PZr. Oxian seconded.

<br />14r. Oxian advised the Comr,-fission to check the committee report
<br />showing the 1..979 budget proposals. He further stated the County
<br />proposal had to be approved at tonight's meeting. There was discussion
<br />on the City Budget concerning the "Preservation Architectf1 and "Used
<br />Car", also discussion on the position of "Assistant Planner" under the
<br />County Budget.
<br />!�Irs. Price then said " . . . I know it's difficult to get all the
<br />housekeeping chores done, but you have to, when you have a Comr-fission,
<br />and I understand the pressure that they're under to get this city budget
<br />in., but it's always been my thought that you establish policy more through
<br />your buaget, than any other single thing that the Commission does. This
<br />budget did not come to this Conrrission; it was not reviewed by this
<br />Commission; and now we are in the position of kind of having to defend it;
<br />now why has the Commission ever said that we want a staff of 2 1/2
<br />professional people. What should vie see as our role down through -the
<br />years . . . are we serious about this budget, or are we playing gages, .
<br />and I just think when we adopted the resolution, when this present
<br />administration took over that nothing would come to the Corimission_ until
<br />there was a Co-m-ittee report, I think sol-ftehow, we've gotten ourselves in
<br />a little trouble because we didn't follow that procedure. I think we
<br />could be open to criticism on it.
<br />A.ir. Oxian then wished to defend it saying, "first of all there
<br />was not enough tine to bring this report before the Commission, there
<br />cannot be a Co.-11-_lission called between a Friday and the following Monday,
<br />in which I had to do a budget, so that's just plain common sense; it
<br />cannot be done. Second of all, the 11,1 ;-,500.00 was suggested by Candy,
<br />who gave very good reasons on T-Jby we should have a preservation Architect,
<br />so that was her advise. The record was also shown to Ted, who also
<br />signed his nar)e to the budget proposal before it was sent in, so not
<br />only did Candy see it, not only I write it up, but also Ted read it, and
<br />Ted did not see any objection into it before it was sent in. So vie
<br />imm there's Committee Reports, and we know that comrfittees have to be
<br />brought in, but when there's only three days to have something done, and
<br />there is a deadline, then you have no choice, but to do it in that manner.
<br />Now if you have any other objections to it, and this thing gets past the
<br />7,.`ayor, and comes dovin before the city council, you could invariably go
<br />dorm there and raise your objections again, and state that certain parts
<br />be taken out, so, this is not written in gold, it is not written in
<br />concrete, and you as a Coma -fission i.'ember, can, invariably, go down in
<br />front of the Comfissioner, in front of the Council, and say that certain
<br />parts of this shall be taken out, that you object to it. And the parts,
<br />you do object, that we should know too, so that is this does come up before
<br />the Council, we can go down there.arid say that it should be taken out,

<br />Rlrs. Price made a motion that the position of Preservation
<br />Architect be deleted from the budget proposal. However, this motion
<br />died for lack of a second.
