March 20, 1978 <br />Page 7 <br />meet shortly. Mr. Gaylen Allsop had nothing to report, but he <br />mentioned that he thought the Southhold Board meeting went very well. <br />Ms. Peck informed the Commission that she and Gaylen were meeting the <br />next morning to work on the Grant application for the Trust as a <br />Consultant grant to help him with the legal fees. Ms. Peck then <br />brought up the issue of Ellen Kettler, who is the regional counsel <br />for the Trust in their midwest office. It was suggested that she <br />come to South Bend April 13. She would drive in early that morning <br />and have a tour aroi.znd. South Bend. Ms. Peck said she would get to- <br />gether with numerous committees to gain specifics on what to discuss <br />with Ms. Kettler. There was discussion on this matter and Mrs. Price <br />suggested that the Commission "don't extend this woman too far". The <br />value of a consultant is to zero in on a specific problem or a <br />specific area, and Mrs. Price confine the discussions to the Commission <br />and not talk to neighborhood organizations. Mr. Wasielewski suggested <br />that members of the Commission send Mr. F. Jay Nimtz items on the <br />agenda that they would like to discuss with Ms. Kettler. Mr. Nimtz <br />commented that the best time for the Commission to meet with Ms. <br />Kettler would be in the evening. Ms. Peck then asked Mr. Allsop if <br />he would like to meet with this attorney in the afternoon, and he <br />concurred. Mr. Wasielewski then assigned this matter to the Legal <br />Committee .to coordinate- the activities with Ms. Peck. Mr. Nimtz <br />suggested that Mrs. Price and Ms. Sporleder take Ms. Kettler around <br />the city. <br />Ms. Peck then informed the Commission that she planned to go to the <br />midwest regional office of the Trust on the 29th of March in order to <br />do some research in Chicago. It was suggested that perhaps the agenda <br />would be ready by then, and Ms. Kettler could address herself to <br />those particulars. Mr. Oxian then said if questions would arise <br />about the ordinance, etc., then perhaps some of the Commission could <br />attend the afternoon meeting with Ms. Kettler, Ms. Peck, and W. Gaylen <br />Allsop. <br />Public Relations and Community Education <br />Mrs. Price asked permission to report in liew of Mr. Stivers. She <br />mentioned that she had requested a grant from the Cornelious O'Brien <br />fund to bring in a speaker, Carl Westmoreland who has done extensive <br />work with neighborhood redevelopment in Cincinnati, Ohio. He is a <br />Trustee of the National Trust, as well as on the faculty of the <br />University of Cincinnati, and is the executive head of a housing <br />group in Cincinnati. She said they had arranged to have him speak at <br />Rotary on Wednesday, May 10th, and he will be brought in on the 9th <br />to try to get together all the neighborhood associations in a <br />community meeting. She said she had used her title as advisor to <br />the National Trust and has spoken to him in that capacity. She hopes <br />that all three preservation groups in the city would support him. She <br />suggested that a letter be sent to Southhold and to the Foundation to <br />ask that they participate. She informed the Commission that the <br />date for Mr. Westmoreland's talk would fall within Historic Preservation <br />Week. The neighborhood meetings would be May 9th and he would be <br />available for the Commission the next day. Ms. Derbeck of the T ih <br />conceded that there might be some coverage of the Rotary speech. It <br />was further decided that perhaps Tippecanoe Place would be the ideal <br />
