A program, therefore, has been set up, a bne-shot" meeting <br />which may be repeated 2 or 3 times. Essentially, it would be <br />discussing the neighborhood, getting the residents informed and <br />what a possible alternative would be if the residents would <br />consider Historic Preservation zoning as an overlay. Mrs. Price <br />remarked that she had worked with Ms. Peck in this area to <br />develop some audio and/or visual material on this. The first <br />meeting is scheduled for April 18th, with the Commission's <br />permission, at 7:30 p.m. at St. Paul's Church. The second meeting <br />will be April 25th, possibly at Tippecanoe Place. It will <br />essentially be the same meeting. She stressed that she didn't <br />wish the residents to feel that a district would be imposed on <br />them, but is just a technique that might be of interest to them. <br />There will be a mailing to every property owner in the district. <br />Further, Mrs. Price would like to hand -carry a message to every <br />one in the neighborhood, because of the renters or leasers, who <br />would ordinarily get the mail. It will announce the two meet- <br />ings and invite them to participate. She then said she had <br />put together an estimated budget, based on first class mail- <br />ing to property owners,--priang, some technical services, <br />photography, transpartA-4s,,,for the presentation and coffee <br />for one night is $132.30. She then asked approval to proceed with <br />this budget. Ms. Torzewski seconded this motion. It was put to <br />a vote. Commission members voted aye, with Mr. Kline voting nay. <br />Mr. Kline explained that there was a very minimal request for <br />materials for the North Shore :[dstrict which was summarily denied. <br />• Mr. Oxian said that he had abstained from that. Mrs. Whittaker <br />then further explained that they had wanted to send out a copy of <br />the Historic Preservation Ordinance for all the people in the - <br />neighborhood. She said she had asked for copies of the ordinance <br />to be made and had been turned down. She said she then had it <br />done and it came to $9.50. She said this tab was picked up by <br />the neighborhood association and any other expenses are met by a <br />committee of five people assigned $5.00 per person for mailing <br />expenses, etc. She was asked if she had fdrmally asked the <br />Commission and she said she had asked Candy Peck. There was <br />some discussion on this and Mr. Kline said if there is going to <br />pry be a policy, then it must be consistent. Mrs. Price then <br />clarified what was being requested. She said the West Washington <br />area is different than the close-knit North Shore and the only <br />way to reach the residents is through a mailing. She explaine&, <br />that one aspect of the presentation is "What is Compatibility" <br />and will be a visual display which can likewise be used in the <br />North Shore area. She said she appropriated $75.00 for this. <br />She said she had not known of the problem. There was further <br />discussion. Mr. Kline said that regardless of the size of the <br />districts., they are both in the process of discussing matters, <br />and of meeting,, and if there is a teaching tool involved 'it <br />should be made available to all., and the policy must be consistent. <br />Mr. Nimtz was asked how this could be rectified. It was decided <br />to leave Mrs. Price's motion stand. Mr. Nimtz felt the Commission <br />-,should rectify the North Shore problem by talking with the chair- <br />man of the North Shore group and bring in a report at the next <br />meeting.
