July 14, 1975 <br />Page 4 <br />Survey Consultant's Report <br />Mr. Brian Crumlish gave a progress report on the County Survey;- <br />He <br />urvey:He stated that his firm had completed about �+(pfo of the work in- <br />volved. He displayed an overlay map of the county. He also <br />stated that they had now drawn up a survey form which will be <br />used to inventory the homes. Since the last progress report of <br />June 9th, they had looked at or driven by 15,000 buildings. They -- <br />had filled out forms for about 320 structures and taken 300 photo- <br />graphs. Mr. Crumlish showed a copy of the survey form used, and <br />suggested that the Commission Zerox them. Thirty of these <br />structures were considered of a "superior" quality and recommended <br />for further research. He also showed a small map with various <br />designations. <br />Mr. Smith mentioned that it might be well to have the newspaper <br />run a notice designating where the survey team will be at a <br />given time so that home owners could be notified in advance. <br />Ms. Price suggested that the Commission prepare a display about <br />the County Survey for the National Trust meeting in Boston. <br />Mr. Nimtz suggested that one or two of Mr. Crumlish's assistants <br />might work with Ruth Price on the display. <br />Next, Mr. Smith brought up the proposal for an architectural <br />survey of South Bend. He passed out to Commission members copies <br />of a letter which Mr. Smith wrote to Mr. William Hojnacki out= - <br />lining the nature and scope of the City Survey. After some dis- <br />cussion, Mr. Rothermel moved that the Commission approve the <br />letter and send it to Mr. Hojnacki. Ms. Davisson seconded the <br />motion and it passed unanimously. <br />At this point, Mr. Oxian said he was not in favor of the Commission <br />acting upon proposals and other matters without first consulting - <br />the proper committees. Mr. Nimtz remarked that much basic spade- <br />work had been done on these matters before they were submitted <br />to the Commission for approval. Mr. Oxian then acknowledged that <br />it was expedient to approve and pass upon these matters that had <br />been tabled for so long. <br />Budget and Finance Committee <br />Two budgets - one to the city and one to the county - have been <br />submitted. President Smith said they must now be reviewed by <br />the County Commissioners and the City Council. <br />Historic Districts Committee <br />Mr. Nimtz reported that at the St. Paul's Church meeting, Ms. <br />Ruth Price suggested to the attending people that they form a <br />West Washington District. However, he suggested that the title <br />"West Washington" be changed to "Washington -Colfax -LaSalle." <br />Mrs. Dill, one of the home owners in that district, reminded <br />the Commission that some home owners are opposed to the idea <br />of an historic district and would like to be considered be- <br />fore any district is established. <br />
