REGULAR MEETING <br />UNFINISHED BUSINESS <br />December 9, 2019 <br />Councilmember Jo M. Broden stated, There was interest in an update on the request to the <br />Redevelopment Commission on the Gemini Apartments Permanent Supportive Housing project, <br />and while it's not on our agenda and we did not address it at the Committee level, I would like to <br />note for the record and enter into the record, and then make available as soon as possible for the <br />general public a three (3) page document that was emailed to Council. So, I just want to make sure <br />that the community gets up to speed with the intentions on that. <br />Councilmember Dr. Oliver Davis asked, Where would that information be so that the public can <br />see that because it was our understanding that they were going to come and make a presentation <br />and follow up on that. We even told the people that came to our last meeting that we were going <br />to have a meeting and I think the record will show that. We did not do that. That request was <br />denied. So, therefore the public does not have the ability to have the understanding of what's going <br />on with that. It will be perceived by some people, that it's being railroaded, and that information <br />was shot down by this Committee. I really believe that information should have been noted by this <br />Council, and I hope that in the future, this will not happen again like that. <br />Council President Tim Scott stated, Thank you, and we will make that available tomorrow. <br />Councilmember Jo M. Broden stated, Thank you Councilmember Davis for your concern. I think <br />that it would be very easy to scan the document and then make it available through social media <br />through a link, but to be readily done even tonight, given the timing. <br />Councilmember Dr. Oliver Davis replied, Thank you. I appreciate that. <br />NEW BUSINESS <br />BILL NO. <br />19-83 A SPECIAL RESOLUTION AWARDED BY THE <br />SOUTH BEND COMMON COUNCIL TO <br />CELEBRATE THE DEDICATION AND <br />COMMITMENT OF REGINA WILLIAMS- <br />PRESTON TO THE CITY. <br />Councilmember Sharon L. McBride stated, Bill No. 19-83, Resolution 4836-19. A special <br />resolution awarded by the South Bend Common Council to celebrate the dedication and <br />commitment of Regina Williams -Preston to the City. Whereas, Regina Williams -Preston was born <br />and raised on the northwest side of South Bend, grew up on Olive Street, attended Holy Cross <br />Elementary School and graduated from LaSalle High School; and, Whereas, after an <br />undergraduate education at Washington University in St. Louis, Regina ventured to the Bay Area <br />where she was a trainer in cultural competency and helped to produce two (2) nationally acclaimed <br />documentaries on race in America; and, Whereas, Regina returned to South Bend to put her talents <br />and skills to work in her hometown, in part, through her election to the South Bend Common <br />Council as the representative of the 2"d District; and, Whereas, Regina has been instrumental in <br />raising awareness in the community to improve neighborhoods in South Bend. She played an <br />important role in forming the Far Northwest Neighborhood Association which resulted in residents <br />being able to access the resources to acquire and rehabilitate homes; and, Whereas, Regina has <br />been a tireless advocate for many who feel vulnerable through her support for restorative justice <br />and affordable housing initiatives in South Bend. <br />Councilmember Sharon L. McBride continued, Now, therefore, be it Proclaimed by the Common <br />Council Members as follows: Section One (I). On behalf of the citizens of the City of South Bend, <br />Indiana, and the Members of the South Bend Common Council, we are pleased to publicly <br />recognize and honor Regina Williams -Preston for her dedication and work on behalf of the <br />residents of South Bend. Section Two (II). We look forward to your continued involvement and <br />leadership in the City through your teaching and in whatever other position you may choose in the <br />next phase of your community involvement.
