REGULAR MEETING December 9, 2019 <br />REVITALIZATION AREA FOR PURPOSES OF <br />A FIVE (5) YEAR PERSONAL PROPERTY TAX <br />ABATEMENT FOR TOYO SEIKO NORTH <br />AMERICA, INC <br />Mr. Buckenmeyer stated, Toyo Seiko has been in the South Bend area for a while now, several <br />years now. We've been working with them for a year or so now at least. So, just looking at different <br />locations throughout the City and so on and what is optimal based on their needs and so on. In <br />working with them, and then working with Cressy Everett, we've landed here, right here at the <br />Blue Herring, if you will, North of the airport and like the Blackthorn development. What we're <br />looking at is about a 26,000 square foot facility. I'll let them describe what they do there and so <br />on, but the facility being built with expansion opportunities in mind. So, a little over $1.5 million <br />in private investment. They have four (4) retained, and one (1) new job. They do mostly warehouse. <br />Their manufacturing is not I guess human capital intensive. It is common and combined with <br />warehousing so they're at a low human resource need for what they do. Presently the property is <br />only paying about five thousand dollars ($5,000) in taxes over the course of the six (6) years of <br />the phase in, they will pay sixty-six thousand ($66,000), but we anticipate that they'll be paying <br />somewhere in the neighborhood of forty thousand dollars ($40,000) on that same property in <br />subsequent years. So, Larry and Chota are here from Toyo Seiko. I'll let them say a few words. <br />Councilmember Tim Scott turned to the Council for questions or comments. There were none. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. There were none. <br />Councilmember Jake Teshka made a motion to adopt Bill No. 19-79. The motion was seconded by <br />Councilmember Dr. Oliver Davis and carried with a voice vote of eight (8) ayes. <br />Councilmember John Voorde made a motion to adopt Bill No. 19-81. The motion was seconded <br />by Councilmember Karen White and carried with a voice vote of eight (8) ayes. <br />BILLS ON FIRST READING <br />BILL NO <br />59-19 FIRST READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AMENDING CHAPTER 20, <br />ARTICLE 10, SECTION 20-114 OF THE SOUTH <br />BEND MUNICIPAL CODE TO FURTHER <br />ADDRESS RESIDENTIAL PARKING ZONE <br />VIOLATIONS <br />Councilmember Jake Teshka made a motion to send Bill No. 56-19 to the Health and Public Safety <br />Committee for second reading and public hearing on January 13, 2019.
