The recycling fees went from thirty-five ($35) dollars to thirty-four($34). <br /> Council President Tim Scott announced, Thursday is Mayor's Night Out at the Charles Black <br /> Center at 5:30 p.m. <br /> Councilmember Oliver Davis stated, There was an article today about the Police Department and <br /> in terms of its diversity. Is there any way we could have an update with our Health and Public <br /> Safety Committee to address the findings of that article? <br /> Councilmember Jo M. Broden replied, I would be delighted to handle that. <br /> Councilmember Sharon L. McBride announced, On Monday, January 21st there will all-day <br /> celebrations for Dr. Martin Luther King, Jr. Day. The breakfast kicks off at the Century Center at <br /> 7:00 a.m. and there are festivities going on all day. I encourage everyone to participate. <br /> PRIVILEGE OF THE FLOOR <br /> Council President Tim Scott stated, The South Bend Common Council begins a new year with its <br /> first substantive public meeting of the year tonight at 7:00 p.m. The Common Council welcomes <br /> and encourages full and open discussions on all issues under the jurisdiction of the City. In order <br /> to promote such a free exchange of viewpoints, however, it is necessary to limit all discussion to <br /> just those issues. Adding a caveat, there are many avenues to contact these Council members <br /> individually and as a group. Items on the published agenda are items under the City's jurisdiction. <br /> In some cases, issues raised by individuals during the Privilege of the Floor portion of the meeting <br /> are not within the City's jurisdiction. Examples of such issues are issues within County, State or <br /> Federal jurisdiction,matters of personal and/or confidential nature,and matters relating to Council <br /> members `employment unrelated to the City's jurisdiction' such as myself in manufacturing. The <br /> Privilege of the Floor portion of the Council meeting comes toward the end of each meeting. This <br /> notice of what is permissible during Privilege of the Floor is meant to avoid persons waiting <br /> through the earlier portions of the Council meeting and then being advised that an issue not within <br /> the City's jurisdiction cannot be raised and asked to be seated. Therefore, South Bend Municipal <br /> Code Section 2-12, Common Council Meetings, Order of Business, Privilege of the floor: <br /> Individuals who wish to address the Council must state their name and residential address. <br /> Individuals will be limited to three (3) minutes only. The maximum time limit for this portion of <br /> the meeting shall be thirty(30) minutes. Individuals may address only issues over which the City <br /> has jurisdiction. Individuals shall not be permitted to address topics which the Council has heard <br /> previously on the agenda. The Council President may assign a topic raised by an individual during <br /> the Privilege of the Floor to the appropriate Council Member; and/or request the City Clerk to <br /> contact a member of the City Administration for review and comment. All topics assigned shall <br /> be responded to at the next regularly scheduled Common Council meeting. <br /> Rod Goodchild, 837 South 24th Street, South Bend, IN, stated,Yes,we got it done(referencing the <br /> handout he provided which is available in the City Clerk's Office). The project has been done. <br /> Again, we had eight (8) people there that spoke and they did a wonderful job. I can't thank <br /> Councilmember Oliver Davis enough for the kind words he had. It was a tremendous culmination <br /> of a project. We have the Indy 500, I'm sure you're all aware of that. We have the Little 500, I'm <br /> sure you're all aware when they go down to Bloomington they ride around on bicycles. Well, we <br /> got a track,we have eleven(11)between twenty(20) and forty(40) foot trees. You ask, what does <br /> that have to do with the Indy? Because they're all tracks. If you have tracks, you have to have <br /> people. If you have people, three (3)weeks before the Indy 500, everybody comes to Indianapolis <br /> because it's a ride of tradition. Everybody from all the schools surrounding us come to Potawatomi <br /> Park.Why?The three(3)weeks before you get summer break you get to go as elementary students <br /> to see the zoo. They come to the zoo,they get lunch and then they do nothing. They can go, as the <br /> Administrators said,play at playgrounds all the time but we want something special. What do you <br /> have? We've got the Indy 500. We've got the Little 500. We've got a half mile track with eleven <br /> (11) twenty(20) to forty(40) foot trees. And you ask, what does that have to do with any of this? <br /> It's the wow effect,people.When you see a twenty(20)foot carving and these elementary students <br /> get the privilege to see what sustainability and what South Bend is all about, I know we are second <br /> 25 <br />
