Councilmember John <br /> Voorde seconded the motion which carried by a voice vote of nine (9) ayes. <br /> 03-19 FIRST READING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER SIX <br /> OF THE SOUTH BEND MUNICIPAL CODE BY <br /> ADDING A NEW ARTICLE 14 TITLED <br /> RENTAL SAFETY VERIFICATION PROGRAM <br /> Councilmember Jo M. Broden made a motion to send Bill No. 03-19 to the Health and Public <br /> Safety Committee for their February 11th, 2019 meeting for Second Reading and Public Hearing. <br /> Councilmember Jake Teshka seconded the motion which carried by a voice vote of nine(9) ayes. <br /> UNFINISHED BUSINESS <br /> BILL NO. <br /> 19-01 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING A PETITION OF THE AREA <br /> BOARD OF ZONING APPEALS FOR THE <br /> PROPERTY LOCATED AT 3602 WEST <br /> SAMPLE STREET <br /> Councilmember Jake Teshka made a motion to send Bill No. 19-01 to the Zoning and Annexation <br /> Committee for their January 28th, 2019 meeting for Second Reading and Public Hearing. <br /> Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine(9) ayes. <br /> NEW BUSINESS <br /> Council President Tim Scott requested the Utilities Committee convene a meeting to discuss the <br /> CSO Plan and subsequently, its update. <br /> Councilmember Gavin Ferlic made a motion to reopen Third Readings. Councilmember Oliver <br /> Davis seconded this motion which carried by a voice vote of nine (9) ayes. <br /> Councilmember Gavin Ferlic then made a motion to adopt the Substitute version of Bill No. 68- <br /> 18. Councilmember Karen White seconded this motion which carried by a voice vote of nine (9) <br /> ayes. <br /> Councilmember Oliver Davis made a motion to close Third Readings. Councilmember Jake <br /> Teshka seconded this motion which carried by a voice vote of nine (9) ayes. <br /> Councilmember Regina Williams-Preston announced, Tomorrow night, The Community Forum <br /> for Economic Justice will host a forum to discuss the RSVP, the Rental Safety Verification <br /> Program. That is Tuesday January 15th, 2019 at 6:00 p.m. at the LaSalle Library. This is an <br /> opportunity for the community and anybody. We will have testimony from landlords, renters and <br /> homeowners in the neighborhood.This is an opportunity to learn more about the ordinance coming <br /> up. <br /> Councilmember Jo M. Broden stated, The Solid Waste Management District met again for our <br /> monthly meeting today. We did approve a County-wide household hazardous waste fee for the <br /> year. Contemplated was eleven dollars ($11) for the entire year. That was moved down to nine <br /> dollars ($9) and was amended in the course of the meeting. That would include an exception for <br /> Mishawaka residents as they are already paying by way of their municipal taxes to support the <br /> 24 <br />
