b. Delineation of the Project's Area of Potential Effects (APE). <br />c. Identification of aboveground historic properties within the Project's APE. The <br />identification of properties will be based on available information such as information <br />found on the IDNR SHAARD GIS website, the St. Joseph County Interim Report and <br />other available information. <br />d. Conduct consultation with the SHPO and Consulting Parties regarding potential effects <br />upon identified historic properties. <br />e. Prepare documentation of the Section 106 review including a request that the SHPO <br />provide its written opinion of the project's effects upon identified historic properties. <br />B. Engineer's services under the Section 106/NEPA Services Phase will be considered complete on <br />the date when the work product has been submitted to the Indiana Department of Natural Resources <br />(IDNR) for National Park Service (NPS) approval. <br />A1.03 Programming and Schematic Design Phase <br />A. Engineer shall: <br />1. Preliminary Owner Coordination and Project Management: <br />a. Consult with Owner to define and clarify Owner's requirements for the Project and <br />available data. <br />b. Advise Owner of any need for Owner to provide data or services of the types described <br />in Exhibit B which are not part of Engineer's Basic Services. <br />c. Identify, consult with, and analyze requirements of governmental authorities having <br />jurisdiction to approve the portions of the Project designed or specified by Engineer, <br />including but not limited to mitigating measures identified in the environmental <br />assessment. <br />d. Provide Project Management throughout the duration of the project, including biweekly <br />status reports and PM phone call, maintaining updated project schedule, conducting <br />progress meetings at major milestones, maintain a project workbook and Risks, Actions, <br />Issues, Decisions (RAID) log, and Earned Value Management — Used for project billing <br />2. Develop Schematic Design documents for the following improvements, in order of priority <br />as indicated by Owner. <br />a. Trail Improvements: Develop loop trail around Park perimeter including potential <br />trailhead at entrance to the Park from South Bend Riverwalk. Crosswalk and signal is <br />existing but may be evaluated for modifications based on trail design such as relocation, <br />additional crossing, and traffic calming measures. Trail should be asphalt and handle <br />light maintenance equipment. Incorporate trail length signage along trail loop.
