Area Board of Zoning Appeals—February 1, 2012 <br /> have some additional parking with the church and on the street and the neighbors, etc. I would also like to <br /> note that a child care center was an allowed use in the prior zoning ordinance so and I don't know exactly <br /> when everything kind of transpired, it sounds like, June 13, 2005 is the date of the new ordinance so it was <br /> operating as a child care center prior to, it sounds like it qualified for non-conforming, now it's been <br /> expanded, so it would be like an expansion of a non-conforming use which would still need a Special <br /> Exception, it just got caught a little later than when the zoning ordinance changed. <br /> MR. PHIPPS: I'm assuming that parents picking up, dropping off or picking up children mostly park at the <br /> curb in front of the two buildings? <br /> MRS. BAMBOUR: That is correct and we've said that if they're going to remain in the building for longer <br /> than 10 minutes, that they use one of our on site that are off street parking so that they're not clogging up the <br /> street. And I've really paid special attention to it and we just don't have, not everybody comes at once. <br /> They trickle in and out and I've never seen all of our on street used on our side of the street. And parents <br /> have been courtesy about using the on site off street when they're there. <br /> IN FAVOR <br /> MR, MIKE HEFNER: President of the River Park neighborhood Association. Mr. George owns the <br /> home and he is hard of hearing we live directly across the street right by the alley by these people. The first <br /> time I met this woman she's been open since 90 something and the parking has been horrible, There is no <br /> place to park most of the time. Now since she closed her business down for about a month it has gotten a <br /> little better. The workers down at the church parking lot but as far as being friendly the only friendly person <br /> I know she even talks to is the man across the street which is Tim. They sometimes have double parked. <br /> Our streets do not get plowed much in the winter. There is no place to park. And as far as I know nobody's <br /> every, she's never lived in that house. Now I'm all for day care. I have 14 grandchildren, I have almost 10 <br /> great grandchildren and some of them are in day care. Not her's but I've not seen any places that she claims <br /> they can park either. <br /> MR. HAWLEY: Ma'am just a question, you mentioned you live right across the street from the subject <br /> property? <br /> MS. WHITE: Yes. There's an alley and then there's an alley on her side.
