Area Board of Zoning Appeals—February 1, 2012
Association for Family Child Care since 1999. So we're just a very high quality child care and I have lots of
letters from the community, from professors at IUSB, from the local resource and referral to testify to that.
We're good neighbors too and I think that shows in our 46 letters of support that we have. When I walked
around door to door and talked to people they're happy that we're there because we take care of the houses
and even though I don't sleep there at night I am there every single day making sure everything is running
the way that it should, the houses are well kept. Other people that we have today, we have Mike Hefner
from River Park Neighborhood Association, he came here today to show his support. I've spoken with them
and the River Park Association is really glad that we're in the neighborhood and have said that we should be
the model for the way communities take a property that is in really bad shape and make something really
good for the neighborhood because we serve the community with quality child care right in their back yard.
And then we also have a letter in there from Valerie Schey, our common council member, who we've spoken
at length with and she supports having us in this neighborhood. And then also I do have some parents here
that rely on us for quality child care and would be hard pressed to find in another child care what we offer in
another program. Could you guys stand up for me please, the neighbors and Mike and...?
ABOUT TWELVE TO FIFTEEN PEOPLE IN THE AUIDENCE STOOD AT THIS TIME
MRS. BARBOUR: I think that might be it. If you have any more questions, I'd be glad to answer.
MR. HAWLEY: You mentioned staff, how many do you have on staff?
MRS. BARBOUR: We're required to have 2 staff members at each site, however, we actually have three
staff members, three teachers for each of our sites. We go above and beyond by a whole teacher at each
place of what the State ratio is requiring, because once again we're offering that high quality.
MR. HAWLEY: I might have missed this but how many children do you have or can you have there?
MRS. BARBOUR: In the 730 house, we have a State license which is a Class Two license and that is for
sixteen children. For the second house that we bought in 2010, because it was going to be an infant and
toddler program, we actually licensed it as a Class One home which is for a maximum of 12 children.
Because you shouldn't have more than that in a place for the younger children.
MR. CRUMLISH: I have a question for Mr. Bulot. If there's no one any longer residing in the house, as
she's explained, now it becomes a public building and it's a change of use , it's not Iong a private building
but a public building subject to the American Disabilities Act?
MR, BULOT: I'm not sure about that. The zoning allows this type of use through a Special Exception, this
question's never come up before, I would have to check into it.
MR. PHIPPS: I think my difficulty with this is along the same line, it's seems like what we're being to do
through, I'll give Terry credit for an imaginative approach, but really we're being asked to approve the
26
