REGULAR MEETING October 8, 2018 <br /> know?And so therefore,that is where we are. I recognize that we need to do that. We need to have <br /> that. There should be some representative from the Zoning Committee at those meetings with <br /> everybody. I have to still be with that anyway no matter what but we need somebody there. We <br /> have to be kept in the loop. <br /> Councilmember Gavin Ferlic stated, And just a final thought. <br /> Councilmember Oliver Davis interjected, Go for it, I'm a peace. <br /> Councilmember Gavin Ferlic followed up, Instead of taking it out entirely, if they did want to at <br /> least start the process in 2019, maybe leave a little bit in there? <br /> Councilmember Oliver Davis interjected, How much do you need? <br /> Dr. Mueller stated, May I offer one (1) suggestion so as to ensure our Controller doesn't have a <br /> heart attack trying to figure out how to move all this stuff? What if we commit to not hiring the <br /> new position until we have a consensus from the Council? The only thing we've asked for in the <br /> budget, in terms of this move, is this one (1) net new position. We can commit to not filling these <br /> positions until we have a consensus from Council. At this moment, I don't want to give the <br /> nightmare of accounting to the Controller's Office. <br /> Councilmember Oliver Davis stated, I see some life in that. What are your thoughts? <br /> Councilmember Sharon L.McBride stated,I know I'm new to the Council but I've been presenting <br /> to the County Council for nine(9)years in my role so I understand a little bit about appropriations. <br /> So, you have to appropriate and put a number in there before it can pass. I'm open for having it <br /> and us having discussion. Part of my thing is I totally agree with everything that has been said <br /> about the communication and us getting together. I think due diligence on our part has to take <br /> place as well so we can have conversation before the eleventh (11th) hour to try to move things <br /> forward. I just think we need to take some accountability in that we could have had this <br /> conversation as well. <br /> Councilmember John Voorde stated, I think we should accept Dr. Mueller's proposal that the <br /> money be left in the budget as long as he and the Administration are willing to agree that it will <br /> not be spent to hire the person he is looking for until we have an ordinance formulated with the <br /> understanding that we want to get that done as soon as possible. <br /> Dr. Muller stated, Even if we took the ordinance today without a new ordinance, we would want <br /> some ramp up time for the staff. So I think we would be looking for more discussion, a resolution <br /> or something prior to the actual ordinance so we can fill these positions and then implement the <br /> ordinance. <br /> Councilmember Jo M. Broden stated, So your proposal,though,would be more relative to Bill No. <br /> 51-18, right? <br /> Councilmember Jake Teshka concurred, Correct. <br /> Dr. Mueller replied, Well there is the budget of the salary in this bill. The position itself is in the <br /> Salary Ordinance but the salary for all the positions for DCI are in the Salary Ordinance. <br /> Councilmember Jo M. Broden followed up, Quarterly staff reports to Committee Chairs, I think, <br /> takes care of all this, frankly. A status report on a quarterly basis, especially when we have these <br /> big things coming. I think that helps. It helps bring everybody along. The cards are out,the benefit <br /> can be there. You can still go full-boar forward but there is that opportunity. How we handle the <br /> budget process could be afforded to zoning issues. I know I have benefitted from reports from <br /> Police and Fire. Those have been phenomenal. Those types of touch points I think can help avoid <br /> a lot of this.We are part-time,you are full-time.We have to bridge the gap somehow and someway. <br /> It is not adverse but is the tool most of us need being in the positions we are. <br /> Councilmember Oliver Davis asked Council Attorney Bob Palmer,The rate increase is not in this, <br /> correct? <br /> Council Attorney Bob Palmer replied, That is correct. <br /> 21 <br />
