REGULAR MEETING October 8, 2018 Councilmember Oliver Davis followed up, And so voting on this budget will not say that we are in support of the rate increases? Council Attorney Bob Palmer replied, That is correct. Councilmember Oliver Davis then asked, Will any of our budgets for 2019 cover that at all? Or is that completely out of any budget items? Council Attorney Bob Palmer replied,Nothing in the budget, as it exists, covers those increases. Councilmember Oliver Davis replied, I'm at peace then. Ms. Hockenhull stated, There is a separate Fund set aside. It is called the Storm Sewer Fund. So it is not saying it is increasing the water rate,it is simply a stand-alone Fund.As long as the ordinance passes and it goes through the public process then that Fund stands as is. If it doesn't then that Fund is just there but no monies will be there. There are anticipated revenues and expenditures in that Fund, however, they will not be spent if the ordinance isn't passed. Councilmember Jake Teshka stated, The budget creates the Fund. Councilmember Oliver Davis stated, So there is money there but there is no money there because if you can't spend the money then there is no money. Ms. Hockenhull replied, That is correct. Councilmember Gavin Ferlic made a motion to adopt Bill No. 39-18 subject to the Administration's commitment to not filling the Zoning Administrator and Zoning Specialist positions until there is a consensus resolution from the Council to do so. Councilmember Jo M. Broden seconded this motion. Councilmember Regina Williams-Preston asked, So this is the whole Salary Ordinance? Council President Tim Scott replied,No. • Councilmember Regina Williams-Preston stated, When do I talk about what I want to talk about? It is regarding the new position in Code Enforcement. Council President Tim Scott replied, You are good right now. I will make sure you have a chance to speak to that matter. Bill No. 39-18 was adopted by a roll call vote of nine (9) ayes. 40-18 THIRD READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2019 AND ENDING DECEMBER 31, 2019 INCLUDING ALL OUTSTANDING CLAIMS, AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. (COUNCIL PORTION ONLY) Jen Hockenhull, City Controller for the City of South Bend with offices located on the 12th floor of the County-City Building, South Bend, IN, stated, This is simply voting on the Enterprise Funds, which are the business-type activity Funds such as water, waste water and those kinds of things.
