REGULAR MEETING October 8, 2018 <br /> Councilmember Oliver Davis followed up, And so voting on this budget will not say that we are <br /> in support of the rate increases? <br /> Council Attorney Bob Palmer replied, That is correct. <br /> Councilmember Oliver Davis then asked, Will any of our budgets for 2019 cover that at all? Or is <br /> that completely out of any budget items? <br /> Council Attorney Bob Palmer replied,Nothing in the budget, as it exists, covers those increases. <br /> Councilmember Oliver Davis replied, I'm at peace then. <br /> Ms. Hockenhull stated, There is a separate Fund set aside. It is called the Storm Sewer Fund. So it <br /> is not saying it is increasing the water rate,it is simply a stand-alone Fund.As long as the ordinance <br /> passes and it goes through the public process then that Fund stands as is. If it doesn't then that <br /> Fund is just there but no monies will be there. There are anticipated revenues and expenditures in <br /> that Fund, however, they will not be spent if the ordinance isn't passed. <br /> Councilmember Jake Teshka stated, The budget creates the Fund. <br /> Councilmember Oliver Davis stated, So there is money there but there is no money there because <br /> if you can't spend the money then there is no money. <br /> Ms. Hockenhull replied, That is correct. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 39-18 subject to the <br /> Administration's commitment to not filling the Zoning Administrator and Zoning Specialist <br /> positions until there is a consensus resolution from the Council to do so. Councilmember Jo M. <br /> Broden seconded this motion. <br /> Councilmember Regina Williams-Preston asked, So this is the whole Salary Ordinance? <br /> Council President Tim Scott replied,No. • <br /> Councilmember Regina Williams-Preston stated, When do I talk about what I want to talk about? <br /> It is regarding the new position in Code Enforcement. <br /> Council President Tim Scott replied, You are good right now. I will make sure you have a chance <br /> to speak to that matter. <br /> Bill No. 39-18 was adopted by a roll call vote of nine (9) ayes. <br /> 40-18 THIRD READING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, APPROPRIATING <br /> MONIES FOR THE PURPOSE OF DEFRAYING <br /> THE EXPENSES OF THE DESIGNATED <br /> ENTERPRISE FUNDS OF THE CITY OF SOUTH <br /> BEND, INDIANA, FOR THE FISCAL YEAR <br /> BEGINNING JANUARY 1, 2019 AND ENDING <br /> DECEMBER 31, 2019 INCLUDING ALL <br /> OUTSTANDING CLAIMS, AND <br /> OBLIGATIONS, AND FIXING A TIME WHEN <br /> THE SAME SHALL TAKE EFFECT. (COUNCIL <br /> PORTION ONLY) <br /> Jen Hockenhull, City Controller for the City of South Bend with offices located on the 12th floor <br /> of the County-City Building, South Bend, IN, stated, This is simply voting on the Enterprise <br /> Funds, which are the business-type activity Funds such as water, waste water and those kinds of <br /> things. <br /> Council President Tim Scott then opened the floor to Council Members for discussion. <br /> Councilmember Oliver Davis stated,Again,this is on the waste water issue. This is not raising the <br /> rates of anybody's water rates, correct? <br /> 22 <br />
