REGULAR MEETING October 8, 2018 <br /> here it didn't take too long. Once we came up with the clear answers,they were ready to go. These <br /> kinds of things should not be done on a Thursday afternoon when I am just getting my packet for <br /> an Area Plan meeting or for Council, you can't do that with zoning issues. It really should be that <br /> way for any issues. <br /> Councilmember Oliver Davis continued, You have to go back to neighborhood organizations,you <br /> have to go back to people and talk to everybody. All the farmers were upset with each other and <br /> they said the City came to them. I had an idea tonight of the agreement and when we heard the <br /> agreement, we were good. That's what I'm saying that it takes on zoning things but you have to <br /> work with me, I have to work you, I have to work with the Mayor. We can't be at meetings and, <br /> this City is growing. You saw the paper and we've got so much development, this is kind of a fun <br /> discussion. This is one (1) of the first (1St) few years on Committee and Council that I can fuss <br /> about zoning wearing me out because we have so much development coming, ok? It is a good <br /> problem to be worn out with from development. Trust me. Ok? So know we have all that <br /> development coming, how are we going to manage it? When you have a company and a lot of <br /> good things coming, you can almost lose your company if you don't have a plan to manage it. <br /> That's all I'm talking about. So the idea of us being able to appropriate dollars down the road, I <br /> think we can do that really quickly. My thing is I was surprised the ordinance hadn't come and it <br /> was already budget season. So by the time we got down to it, my very first (1St) question in this <br /> whole budget thing was to Stephanie Steele. You can go back and check. I asked how are we going <br /> to do the legal standpoint. How are we going to set it up? I had not heard anything about the <br /> process. So that was my concern. We need to work together and I think we can. With all this <br /> development coming here and everything else, it won't take long. Mishawaka has a model from <br /> their standpoint and we have other models we can look at and we already have that and those kinds <br /> of things. So the pressure that my colleagues have said to put me on a time clock,I'm very grateful <br /> to do that publicly in front of them and work with you. We could eat, clear up all the <br /> misconceptions and we could move forward. <br /> Councilmember Tim Scott stated, Don't make best be the enemy of better. I think what we could <br /> get into is why can't we set up the zoning laws we have set up for the County that are working for <br /> the City as City? Then, we could go about the improvements and changes. We can continue with <br /> business as usual and then once you have your allocations and everything, then we would look at <br /> making the improvements and changes. I think trying to come up with a whole new department <br /> and a whole new zoning and running it through this Council might be a little daunting. I think <br /> adopting what we already have and then making changes as we go throughout the year is probably <br /> going to be easier than what is being proposed to be done. I do have to agree with a lot of what <br /> Oliver said. Some of the biggest issues have to deal with zoning and what we are doing. We've <br /> had nothing but, what I feel like are,messes come through with development that include zoning. <br /> Councilmember Gavin Ferlic asked, Is there a way to make an appropriation prior to 2019 for <br /> 2019? <br /> Council Attorney Bob Palmer replied, I do not believe so because it would come out of the 2018 <br /> budget. <br /> Councilmember Oliver Davis interjected, In terms of the deadline, I understand the need that the <br /> Administration wants to start in the summertime. So if that is a viable option, we have to move <br /> quick, ok? I understand that. If we are seeing that we need to have that delayed then we need to <br /> have a decent reason to delay that from that standpoint. I don't know of one (1)right now, ok? So, <br /> therefore, I recognize we have the quarterly appropriations. When I was thinking about that I was <br /> not thinking personally as that being a part of that. It can be a part of that but I thought about this <br /> being separate and not waiting on that. <br /> Councilmember Gavin Ferlic stated, What I'm hearing from the Administration is that they need <br /> the staff to help them finalize the ordinance. Would it be ok with you, Councilmember Davis, if <br /> we looked at an early appropriation even if the ordinance wasn't complete but if we had a few <br /> more of those discussions? Would that be something that might keep things moving forward? <br /> Councilmember Oliver Davis replied, I'm open. I understand all that. That makes a lot of sense. <br /> Because you have to have some seed money to roll with something anyway. I understand that, ok? <br /> And so, therefore, seed money is a whole different ball game than having a whole program, you <br /> 20 <br />
