That is not <br />essential. ~Ue would also need to have <br />master planning. Without a master plan <br />we wouldn't have any confidence of what <br />was going to happen around our <br />development. <br />Mr. King: I understand your idea that <br />we'll all get together and negotiate. You <br />also know that you're not the only one <br />that's made a proposal to buy this <br />property. There are some legal constraints <br />on what we can do and there's also the <br />practicality of shooting at a moving target. <br />That doesn't work in business or public <br />affairs very well. So we can't just leave <br />everything totally open about these <br />proposals with you saying, "Let's get <br />together and talk about it." We can get <br />together and talk about it, but not after <br />you've been awarded the contract. I'm not <br />trying to be negative about this, but I'd <br />like you to understand that this is a <br />transaction that we have to do in <br />accordance with state law and with the <br />policies of the city government of South <br />Bend-that, as well as our own personal <br />feelings of responsibility here. Some of <br />the things that you have in your proposal <br />are no small thing. For example, "assist <br />in relocation of the cell tower."
