26. Created specifications for Stamping Plant Building 86 demolition. Bids will be submitted <br />for partial (fire damaged area) or full demolition of building 86 but will not include <br />subsurface work. Demolition will be bid out in early 2004. <br />27. Submitted $35,000 grant to Indiana Department of Commerce (through Urban Enterprise <br />Association) for nature and extent investigation of source area in the southwest corner of <br />Area C (Oliver). <br />28. Conducted soil sampling for VRP Program (Area C Soils) under Oliver Plow Court and <br />land being sold to Rose Fuel and Hill Truck Sales. <br />29. Submitted $800,000 EDA grant application for infrastructure associated with Oliver <br />Industrial Park. Review of grant took two years - infrastructure need to be built - <br />proposal was revised several times but ultimately EDA turned downed the grant <br />application because we had moved forward with construction of the road. <br />30. Presented Studebaker /Oliver project to Chamber of Commerce Ambassador Club in May. <br />31. Acquired small lot on west side of Franklin Street in area of Stamping Plant. Acquired <br />from Tom Bomeman. <br />Brownfields <br />32. Received $789,790.00 Brownfield Revolving Loan for Fredrickson Park. Loan was <br />received from Indiana's EPA funded loan program. A second loan of $210,210 should be <br />closed before the end of the year bringing the total loan amount to $1,000,000. <br />Remediation work began in July and will be complete in early 2004. Private funds must <br />be raised for new park and outdoor educational, environmental classroom. <br />33. Received $100,000 US EPA grant for USTfields program. Grant will be used for site <br />assessments of former gas stations and other petroleum related sites along the commercial <br />corridors. Proposals from seven environmental consultants were received and reviewed. <br />Wightman Petrie was hired as the environmental consultant on the project. The work will <br />be done in 2004. <br />34. Submitted proposals to US EPA for $200,000 Assessment Grant, $250,000 Revolving <br />Loan Fund Grant, $200,000 Cleanup Grant for Oliver Plow property and, $200,000 <br />Cleanup Grant for remediation of wood block flooring at stamping plant. Expect to hear <br />in April or May 2004 if grants applications are approved. <br />35. Continued to meet with Brownfield Team. Team has developed a Policy Statement and <br />Goals. <br />
