7
South Bend Redevelopment Commission
Regular Meeting— December 19, 2003
6. NEW BUSINESS
A. Public Hearings
(3) continued...
Mr. Donald Snigowski next addressed the
Commission. Mr. Snigowski stated that he
and his wife have lived at 1004 St. Vincent
Street for thirty -three (33) years and strongly
support the Northeast Neighborhood
Development Plan. Many good things have
been happening in the neighborhood: the
establishment of the Robinson Community
Learning Center, the establishment of Daisy
Hall Park, the construction of Fredrickson
Park, the construction of new housing by
not - for - profits on Notre Dame Avenue, and
the construction of affordable housing
within the area. There is also ongoing care
by the Northeast Neighborhood Council
given to the not so fortunate through the
food pantry and commodity distribution.
Racial, economic and religious diversity
needs to be sustained. It is also essential to
rid the neighborhood of the ugly five points.
No amount of individual effort can bring
about the infrastructure and commercial
development needed; a comprehensive plan
is vital in allowing the neighborhood to
move forward.
Northeast neighborhood resident Mr. Craig
Tiller expressed the support of his family for
the Development Plan. Assumptions and
drive -by evaluations of the neighborhood are
not necessarily positive. Blight speaks for
itself when it comes to the physical nature of
a neighborhood; however, the residents of
the neighborhood are not affected by the
blight. The heart, character and cornerstones
C; 36
