Public Hearings <br />(3) continued... <br />Mr. Karl King represented the South Bend <br />Common Council, Fourth District and is <br />also a member of the Area Plan Commission <br />and the Northeast Neighborhood <br />Revitalization Organization. It is important <br />to realize that the designation of this area as <br />a redevelopment district will provide, as <br />enabling legislation requires, critical success <br />factors for the actual revitalization of the <br />neighborhood. First, there is an approved, <br />formal and well documented plan. There <br />have been previous plans discussed and <br />many reports generated, but never has any <br />legal body been asked to approve a plan. <br />Confirmation of the proposed Development <br />Plan puts an approved plan for the future of <br />the neighborhood on record. Secondly, a <br />key factor that stands between the <br />neighborhood and revitalization is the lack <br />of infrastructure for redevelopment. This <br />neighborhood has tremendous assets, not the <br />least of which are the people in the <br />neighborhood itself, many of whom are part <br />of families that have lived in the <br />neighborhood for several generations. <br />Those, along with many other strengths, are <br />the things that encourage us to believe <br />revitalization can occur. The northeast <br />neighborhood was, continues to be and will <br />be even more so in the future, one of South <br />Bend's finest neighborhoods with <br />Commission approval of Resolution <br />No. 2021. <br />35 <br />
