Public Hearings <br />continue ... <br />funded by the capital budget in South Bend, <br />so why is there a need to change that? It was <br />just stated that this is going to be <br />incorporated into the TIF district, but TIF <br />funds weren't planned to be used. Then, why <br />are we incorporating it into the TIF district? <br />And why are we focusing on the Miami <br />corridor? There are other corridors: there's <br />Lincolnway West, Portage, Western Avenue. <br />Why Miami and not them? These are some <br />questions. I think there are more. I think a <br />better procedure would have been to have <br />some preliminary discussion on the <br />Commission about it, to perhaps post the <br />resolution on the Web site, to enable the <br />public to more intelligently participate. <br />Mr. Leone: The comments I made to the <br />previous resolution as it related to amending <br />the South Side Development Plan also relate <br />to this. It's essentially a change in <br />mechanics. All of the programs related to the <br />Miami corridor are programs we think are <br />valuable, that we want to keep going. But <br />it's our opinion that there are better <br />mechanisms, as we look at all of the <br />mechanics as we do this, the statutes that <br />create the Redevelopment Commission and <br />allow for the flexibility that the Commission <br />has, as opposed to the Civil City, are greater. <br />In fact, they allow us to do things that we <br />couldn't otherwise do. Bringing the corridor <br />within the Commission's jurisdiction, which <br />we can do conveniently because it's adjacent <br />to an existing area, allows us to do some of <br />the same kinds of things, plus do some <br />29 <br />
