Mr. Farrand indicated that when <br />the City sought bids for gasoline and fuel oil, it was their <br />understandingthat the federal controls had been lifted as of <br />December 31, 1975. Mr. Farrand then asked Joseph Paszli, Manager <br />of the Municipal Services Facility, to report to the Board on <br />his review of the bids received. Mr. Paszli said the Frasch Oil <br />Company submitted the only bid on Diesel Fuel, and their bid was <br />37.5� per gallon for Diesel Fuel No. 1 and 36.50, per gallon for <br />Diesel Fuel No. 2,1 for Tank Wagon delivery. Smith Petroleum of <br />Fort Wayne, Indiana submitted the low bid on gasoline, with their <br />bid being 35.39� per gallon for regular gasoline and 37.12� per <br />gallon for unleaded gasoline. Mr. Paszli said he contacted a <br />representative of Smith Petroleum to make sure that they could <br />deliver to South Bend in the event of bad weather or emergency and <br />he was told that they have a plant in Niles, Michigan ,which could <br />supply the City if it was necessary. Mr. Paszli-said that Castleman <br />Fuel was the City'.s supplier for fuel oil last year and they did <br />not submit a bid. Amoco supplied gasoline but they have indicated <br />that they cannot make small deliveries and would have to sublet <br />the small deliveries to someone else. Mr. Mullen said it was <br />possible that with the compartments in transport trucks, they could <br />split a load in order to deliver the smaller quantities. Mr. Paszli <br />then said his review of the bids and the suppliers presently <br />providing the City with petroleum products was not complete and he <br />was waiting for additional information. Mr. Germann said it was <br />his opinion that the City would have to stay with their present <br />supplier in order to assure that they would get one hundred per cent <br />of their fuel requirements. Mr. Farrand made a motion that the <br />fuel bids be taken under advisement and that the Legal Department <br />be asked to review the Federal Energy Controls and what they require <br />the City to do and report to the Board. The motion was seconded by <br />Mr. Brunner and carried. <br />FILING OF CERTIFICATES OF INSURANCE <br />Certificates of Insurance were received from E. L. Zimmerman Company <br />Inc., Eugene Hoath and The Hickey Company, Inc. Deputy City <br />Attorney Kathleen Cekanski reviewed the certificates and recommended <br />that they be filed by the Board. Upon motion made by Mr. Farrand, <br />seconded by Mr. Mullen and carried, the certificates were ordered <br />filed. <br />STREET LIGHT OUTAGE REPORT FILED <br />The Street Light Outage Report for the period of January 15 through <br />19 was received. Upon motion made by Mr. Farrand, seconded by <br />Mr. Mullen and carried, the report was ordered filed. <br />RIVER BEND APPLICATIONS APPROVED <br />Applications for display booths on River Bend Plaza for the Winter <br />Carnival were submitted to the Board with the favorable -recommenda- <br />tion of Douglas Simpson, Director. Upon motion made by Mr. Farrand, <br />seconded by Mr. PZullen and carried, the applications of the Outpost <br />Trading Post, Sierra Sports, Think Snow Ski Shop and Sportsman's <br />Paradise for displays on the Plaza on January.:3.1"-:and/-or-..F?ebruary <br />1, 1976 were approved. <br />The application of Mrs. Herb Putz for a display of dogs on the <br />Plaza on January 31 was discussed. Deputy City Attorney Kathleen <br />Cekanski had recommended that Mrs. Putz provide the City with <br />a Certificate of Insurance, with the City of South Bend named <br />as an additional insured for the time the dog display will be on <br />the Plaza. Mr. Simpson said it might be difficult for Mrs. Putz <br />to secure the insurance certificate. Mr. Brunner said it was his <br />opinion that the Certificate was necessary in order to protect the <br />City from liability. Upon motion made by Mr. Brunner, seconded <br />by Mr. Farrand and carried, the Board approved the application, <br />subject to the filing of a Certificate of Insurance, in the amount <br />1 <br />
