With the offset in the <br />intersection at this location, delays during rush hours of <br />approximately thirty seconds were observed. Mr. Wadzinski's report <br />concluded that by satisfying Warrant.3, minimum traffic volumes, <br />a four-way stop at this location is warranted. A possible <br />realignment of the approaches at this intersection will also be <br />studied and results forwarded to the City Engineer. Upon notion. <br />made by Mr. Farrand, seconded by Mr. Brunner and carried,.the <br />Board accepted Mr. Wadzinski's recommendation and approved the <br />installation of a four-way stop at Ford;and Walnut Streets. <br />Mr. Brunner noted that the intersection of Notre Dame Avenue and <br />Corby Street is another location where a four-way stop might be <br />indicated. Mr. Wadzinski said that this intersection had been <br />studied in the past. Mr. Farrand requested that Mr. Wadzinski <br />update this study and submit a report to the Board. There was <br />a discussion regarding existing four-way stops on Notre Dame <br />Avenue and Howard Street and Notre Dame Avenue and St. Vincent <br />Street and whether traffic in the area warrants these stops. <br />Mr. Wadzinski was asked to check into studies made on these two <br />intersections and report to the Board. <br />CHANGE ORDERS APPROVED - WHITE WATER WAY AND ISLAND PARK <br />Contract Change Orders in the Contract with The Hickey Company, Inc. <br />for White Water Way and Island Park were submitted to the Board. <br />Mr. Farrand noted that the Change Orders are itemized and cover <br />deletion of some items in the contract, a change in pipe size and <br />other miscellaneous items. The Change Order in the Island Park <br />contract is a net increase of $443.00 and the Change Order in <br />White Water Way is a net decrease of $750.00, making the total <br />change orders a reduction of $307.00 in the contracts. Mr. Mullen <br />made a motion that the Change Orders be approved. The motion was <br />seconded by Mr. Farrand and carried. <br />CHA14GE ORDERS APPROVED - CENTURY CENTER. <br />A Change Order in the contract with H. G. Christman Construction <br />Company for Century Center was submitted to the Board. The Change <br />Order increased the contract by $288.00 and was for additional <br />reinforcing steel in columns. A Change Order in the contract with <br />E. J. White, Inc. was submitted to the Board. The Change Order <br />included replacement of manholes with clean -outs and a reduction <br />in the number of street cuts and resulted in a net decrease of <br />$708.00. Mr. Farrand made a motion that the Change Order in the <br />contract with H. G. Christman Construction Company and the Change, <br />Order in the contract with E. J. White, Inc. for Century Center <br />be approved. The motion was seconded by Mr. Mullen and carried. <br />REPORT ON REVIEW OF BIDS FOR GASOLINE AND FUEL <br />Donald Germann, Civil Defense Director, was present and advised <br />the Board that the latest information he received regarding fuel <br />allocations was that the allocation system was to expire by the end <br />of February. Mr. Germann said the State Board of Accounts has <br />indicated that if more than 85,000 gallons of petroleum products <br />is to be purchased, bids must be sought. However, the Federal Energy <br />Control Act states that if more than 85,000 gallons of petroleum <br />products is needed for the year, you must stay with your present <br />supplier. Mr. Germann said a ruling has been requested from the <br />Indiana Attorney General as to whether the Federal Energy Controls <br />supercede the state law, but no ruling has yet been received. <br />Mr. Germann said it would appear that the City must stay with its <br />present suppliers, since more than 85,000 gallons will be required. <br />Ile said the Energy Controls ruling to stay with present suppliers <br />was to insure that municipalities would be able to get one hundred <br />
