REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br />SOUTH BEND IN 46601 AS AN ECONOMIC REVITALIZATION AREA <br />FOR PURPOSES OF A FOUR (4) YEAR REAL PROPERTY TAX <br />ABATEMENT <br /> <br /> <br />Councilmember Gavin Ferlic, Chairperson, Community Investment Committee met this <br />afternoon and did not have a quorum and the resolution was sent with no recommendation. <br /> <br />th <br />Presenter: Chris Fielding, Department of Community Investment, Offices on the 14 floor – The <br />current owner of the building is proposing a much more extensive project. As redevelopment as <br />opposed to a repair of the structure of the building. Therefore we are requesting a recession of <br />the initial tax abatement 43-52-14, 43-61-14 in hopes they will be replaced with a more extensive <br />tax abatement which are in the next three resolutions. <br /> <br />Councilmember Oliver Davis- Just for clarification what is the difference in dollar value. <br /> <br />Presenter: The initial tax abatement was approximately 5.8 million dollars to repair the elevators, <br />chiller, heating, and air conditioning system, parking garage and windows. The next will be a 30 <br />million dollar renovation to the entire building. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />Leanne Billousa Century Center 120 S. St. Joseph St. - I know ya’ll have our letter of support <br />for this but I just wanted to say it vocally that we could not be more excited at Century Center <br />about this. There is great potential for convention business as well as the overall economic <br />impact it’s going to have on the entire community. <br /> <br />Samuel Brown CUBG 222 E Navarre St. – I feel very positive about this. Then another part of <br />me kind of worries about it. Are we going to do like we did with the Hall of Fame? I hope this <br />goes through and really does what it is intended to do for the City of South Bend. It is one of the <br />most valuable pieces of real estate we have in South Bend. In the back of my mind I keep <br />thinking about that hall of fame but I hope it goes through. <br /> <br />Robert Bartels (Martin’s), 760 Cotter St. – To see the enormity of this project take off. I just <br />refer you to your own screen saver. It would be nice to see some lights on in that building. To <br />see the momentum and economic development that this represents this is fantastic. <br /> <br />Council President Scott- In opposition to this bill, seeing none. <br />Councilmember Oliver Davis made a motion to adopt Resolution 15-88. Councilmember Gavin <br />Ferlic seconded the motion which carried and the Resolution was adopted by a roll call vote of <br />seven (7) ayes. <br />Councilmember White made a motion for the purpose of Public Hearing to hear Resolution 15-89, <br />15-90, 15-91.
