REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br /> <br />52-15 Appropriation Bill <br /> <br /> <br /> <br />Councilmember Gavin Ferlic made a motion for the passage of Bill 51-15. Councilmember <br />Oliver Davis seconded the motion which carried and the Resolution was passed by a roll call <br />vote of six (6) ayes and one (1) nay Councilmember Henry Davis Jr. <br /> <br /> <br />53-15 Appropriation Bill <br /> <br /> <br /> <br />Councilmember White made a motion for the passage of Bill 51-15. Councilmember Oliver <br />Davis seconded the motion which carried and the Resolution was passed by a roll call vote of <br />seven (7) ayes. <br /> <br /> <br /> <br />46-15 Establishing a new 311 call center <br /> <br /> <br /> <br />Councilmember Oliver Davis made a motion to amend an article of the municipal code as stated <br />in Bill 46-15. Councilmember White seconded the motion which carried by a voice vote of seven <br />(7) ayes. <br /> <br /> <br />Councilmember White made a motion for the passage of Bill 46-15 as amended in the committee <br />in the whole. Councilmember Oliver Davis seconded the motion which carried and the <br />Resolution was passed by a roll call vote of seven (7) ayes. <br /> <br /> <br /> <br /> <br /> <br /> <br />RESOLUTIONS <br />Council President Tim Scott- On behalf of the clerks and legal I would entertain a motion for a <br />five (5) minute break. <br /> <br />Councilmember Oliver Davis made a motion for a five (5) minute break. Councilmember Henry <br />Davis Jr. seconded the motion which carried and the motion was carried by a voice vote of seven <br />(7) ayes. <br /> <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County-City Building at 10:12 p.m. Council <br />President Tim Scott, presided with seven (7) members present. <br /> <br /> <br />15-85 A written annexation Township Mayflower and Western <br />Martin’s <br /> <br />Councilmember Oliver Davis Chairperson, Zoning and Annexation Committee, reported that <br />they met this afternoon on this resolution and due to a lack of quorum there is no <br />recommendation. <br /> <br />th <br />Michael Divita, Presenter Community Investment: Offices on 14 Floor- The fiscal plan <br />addresses a nearly nine (9) acre voluntary annexation area at the South West corner of <br />Mayflower Rd. A new grocery store is proposed for the land. With the possible exception of a <br />new street light no other capital improvements are planned by the City. Sewer is available on the <br />vacated Huron St. Water is available along Western Ave. Connection would be done at the <br />petitioner’s expense. The western half of Mayflower Rd road along the project site will be added <br />to the city. The petitioner will be responsible for creating a traffic impact study. The annexation <br />area will be served by Police Beat 28, Fire Station 6 on Western Ave, Emergency Medic 4, and <br />31 <br /> <br /> <br />
