Councilmember Dr. Ferlic made a motion send the Bill 53-15 to the Council with a favorable recommendation. Councilmember Scott seconded the motion which carried by a voice vote of seven (7) ayes. Second Reading on Bill 46-15 Councilmember White Chairperson, Personnel and Finance Committee, reported that they met this afternoon on Bill 46-15 and due to a lack of quorum there is no recommendation. John Murphy Controller (Presenter) - This ordinance sets up a new fund for the 311 operation. It is an internal service fund. We appreciate the work of the Council Attorney who knows the municipal code better than I do. We set it up for next year. It’s budgeted with an internal fund next year. It provides more transparency and it is just a better accounting fund being used. It doesn’t change operational anything. Committee of the Whole Chairperson White- Asked for questions from the Council seeing none. BILLS - THIRD READING 51-15 Appropriation Bill Councilmember White made a motion for the passage of Bill 51-15. Councilmember Oliver Davis seconded the motion which carried and the Resolution was passed by a roll call vote of seven (7) ayes. 30
