REGULAR MEETING <br />AUGUST 5, 1986 <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public <br />Works of the City of South Bend, Indiana, that the accounts <br />listed on the attached documents totaling $55,145.75 for 1983 and <br />$22,559.75 for 1984 be written off the accounts receivable of the <br />City of South Bend, Indiana, as uncollectable. <br />DATED THIS 5th DAY OF August, 1986. <br />CITY OF SOUTH BEND, INDIANA <br />BOARD OF PUBLIC WORKS <br />s/JOHN E. PARMERLEE <br />APPROVE CONTRACT FOR COLLECTION SERVICES - DEPARTMENT OF CODE <br />ENFORCEMENT/FEDERATED COLLECTION AGENCY <br />Ms. Katherine G. Barnard, Director, Department of Code <br />Enforcement, submitted to the Board for approval a renewal <br />Contract between the City of South Bend and Robert Forgash d/b/a <br />Federated Collection Agency, Suite 138, Marycrest Building, 2015 <br />West Western Avenue, South Bend, Indiana, as the collection agent <br />for past due Department of Code Enforcement accounts for the <br />period July 25, 1986 through July 25, 1987. It was noted that <br />Federated shall be reimbursed at a rate of thirty-five per cent <br />(35%) of each account collected. Ms. Barnard stated that the <br />City has used Federated in the past with collections increasing <br />from 18% to 22% from the previous year. She stated that this <br />year the Department is seeing a lot more payments being made <br />before they are turned over to the collection agency. Ms. <br />Barnard attributes this increase in collections to the fact that <br />the public is aware that the unpaid accounts will be turned over <br />to a collection agency. In order to avoid possible referral to <br />the collection agency, accounts are being paid faster. Upon a <br />motion made by Mr. Vance, seconded by Mr. Leszczynski and <br />carried, the above referred to Contract for collection services <br />was approved and executed. <br />APPROVE CONTRACT FOR SERVICES - DEPARTMENT OF CODE <br />LA SALLE PARK DISTRICT COUNCTT. <br />Ms. Katherine G. Barnard, Director, Department of Code <br />Enforcement, submitted to the Board for approval a Contract for <br />Services between the Department of Code Enforcement and the <br />LaSalle Park District Council, Inc., a neighborhood organization, <br />doing business at 323 South Bendix Drive, South Bend, Indiana, <br />for the period August 11, 1986 until October 15, 1986 or funds <br />allocated are depleted. <br />She stated that this is a program that the City has been working <br />with through the NAN Project which is a neighborhood -based <br />service delivery project designed to assist community <br />organizations in establishing contractual relationships with <br />local governments in providing municipal services. She stated <br />that the organizations were given "seed money" to start small <br />businesses to contract with cities to perform some services. The <br />Contract submitted today is with the La Salle Park District <br />Council to clean-up lots. The organization will supply their own <br />equipment, transportation and bill the City on a per lot basis. <br />The LaSalle Park District crew will be working under the <br />direction of the foreman of the Department of Code Enforcement <br />clean-up crew. Upon a motion made by Mr. Leszczynski, seconded <br />by Ms. Barnard and carried, the above referred to Contract for <br />Services was approved and executed. <br />
