<br />the starting point at the Career Academy. He noted they only use the same one (1) lane of the
<br />street for both directions. He noted also that they have over thirty (30) volunteers, use one -
<br />hundred (100) cones; and the event is less than two (2) hours. Mr. Gilot questioned if this was a
<br />non-profit event. Ms. Golob stated it is and is used to raise funds to work with local youth on
<br />drug addiction and other issues. She noted they have hired four (4) county officers, have 25 to 30
<br />sponsors, and expect nearly 700 runners this year. Ms. Golob noted thisis a great opportunity to
<br />show off the community, adding many of the participants and sponsors stay at local hotels.
<br />Lieutenant Eugene Eyster stated he has no objection to the event, but the Police cannot provide _
<br />support. He noted they would be required to pay a stipend plus holiday pay, an excessive
<br />amount. He added the Street Department has the same issue on a holiday. Lt. Eyster added this is
<br />just another holiday officers are being asked to give up with their families, stating they already
<br />have to work Labor Day, Memorial Day, Christmas, New Year's Eve, and other holidays. Lt.
<br />Eyster noted the applicants put up their own barricades but if the weather is bad and it would
<br />require City personnel to plow the street, they can't do that. Mr. Gilot questioned the applicants
<br />if they have an alternate plan in the case of inclement weather. Ms. Golob stated they did not but
<br />she would be willing to provide that. Mr. Gilot summarized the Police and Traffic Departments
<br />have no objection to the event as long w the applicants set up the cones and provide their own
<br />security. He questioned if the cones were set-up properly, giving advance notice of the lane
<br />closure. Mr. Ross stated they will set the cones with advance notice and Police cars at the start
<br />and tum-around with flashing lights. Therefore, upon a motion by Mr. Gilot, seconded by Ms.
<br />Maradik and carried, the event was approved as requestedsubject to providing an alternate
<br />weather plan and setting up with advance warning cones and Police cars for safety.
<br />AWARD BID - 2016 SOUTH BEND POLICE VEHICLE FOUIPMENT (POLICE CAPITAL
<br />LEASE)
<br />Captain Chris Voros, Police Department, advised the Board that on August 23, 2016, bids were
<br />received and opened for the above referenced equipment. After reviewing those bids, Captain
<br />Voros recommended that the Board award the contract to the lowest responsive and responsible
<br />bidders, On -Duty Depot of Indiana, Inc., 9750 East 150°i Street, Suite 900, Noblesville, Indiana
<br />46060 for Items 2, 4, 5, 6, 7, 8, 12, 13, 14, 15, 16, 17, 18, 19, 21, 22, 23, and 25 in unit prices not
<br />to exceed $145,457.66; ERS-OCI Wireless, 57678 CR 3, Elkhart, Indiana 46517, for Items 3, 9,
<br />10, 11, 26, and 27 in unit prices not to exceed the amount of $50,308.14; and Waymire Fleet
<br />Equipment, 820 Chadwick, Indianapolis, Indiana 46225 for items 1 and 24 in unit prices not to
<br />exceed $29,868.40. Therefore, Ms. Maradik made a motion that the recommendation be accepted
<br />and the bid be awarded as outlined above. Mr. Relos seconded the motion, which carried.
<br />AWARD BID -MARTIN LUTHER KING. JR. CENTER HVAC REVISIONS (PARK BOND)
<br />Ms. Nadia Correa, Engineering, advised the Board that on August 23, 2016, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Ms. Correa
<br />recommended that the Board award the contract to the lowest responsive and responsible
<br />bidders, Hemnan & Goetz, Inc., 225 South Lafayette Boulevard, South Bend, Indiana 46601, in
<br />the amount of $379,708.00, for the Base Bid only. Therefore, Mr. Relos made a motion that the
<br />recommendation be accepted and the bid be awarded and the contract approved as outlined
<br />above. Ms. Maradik seconded the motion, which carried.
<br />AWARD QUOTATION - JEFFERSON BLVD. STRIPING, PHASE 1 - PROJECT NO. 116-
<br />037A (ENGINEERING PROFESSIONAL SERVICES)
<br />Ms. Blair Sports, Engineering, advised the Board that on September 8, 2016, quotations were
<br />received and opened for the above referenced project. After reviewing those quotations, Ms.
<br />Sports recommended that the Board award the contract to the lowest responsive and responsible
<br />bidder, The Airmarking Co., Inc., 1544 N. SR 25, PO Box 526, Rochester, Indiana 46975, in unit _
<br />prices, not to exceed the amount of $57,084.00. Therefore, Ms. Maradik made a motion that the
<br />recommendation be accepted and the quotation be awarded as outlined above. Mr. Relos
<br />seconded the motion, which carried.
