325 <br />L�I <br />1 <br />1 <br />REGULAR MEETING JUNE 6, 1994 <br />APPROVE AGREEMENTS FOR USE OF PUBLIC RIGHT-OF-WAY FOR FOOT RACES <br />AND SIMILAR EVENTS <br />Mr. Leszczynski stated that pursuant to Resolution No. 9-1985, <br />establishing policies and fees for foot races and similar events, <br />adopted by the Board of Public Works on March 4, 1985, Memorial <br />Hospital of South Bend, The South Bend Tribune and WSBT Stations, <br />have fulfilled Resolution requirements to conduct the Annual <br />Sunburst Marathon, 5K, 10K and Triathlon on Saturday, June 4, <br />1994, and the appropriate Agreement is being presented to the. <br />Board at this time. <br />It is noted that on May 2, 1994, the Board of Public Works <br />approved the date for this event subject to the sponsor meeting <br />all Resolution requirements. Mrs. Manier made a motion that this <br />Agreement be approved. Mr. Leszczynski seconded the motion which <br />carried. <br />Additionally, Michiana Watershed, Inc., has fulfilled Resolution <br />requirements and has submitted the appropriate Agreement in order <br />to conduct the 1994 St. Joseph River Run on Saturday, June 11, <br />1994. This request was approved by the Board on February 14, <br />1994. Mrs. Manier made a motion that this Agreement be approved <br />and executed. Mr. Leszczynski seconded the motion which carried. <br />APPROVE RECOMMENDATION - SUBSTITUTION OF POLICE REVOLVERS <br />In a letter to the Board, Police Chief Ronald G. Marciniak advised <br />that on March 16, 1992, the Board awarded to Kiesler Police <br />Sdipply, Incorporated, a contract for the purchase of two hundred <br />irty (230) Glock M-21's with night -sights and certain other <br />related equipment. After delivery of the equipment, the South <br />Bend Police Department experienced a series of small but <br />frustrating problems with the equipment. <br />W ile the supplier and manufacturer have been very cooperative <br />whenever a problem arose, these correctable problems have had the <br />unfortunate effect of eroding the confidence of the police <br />officers in the weapon. While this lack of confidence may not be <br />justified, it exists and could affect the performance of the <br />officers on the streets. Again, the supplier has been cooperative <br />a4d recognizes the implications of this psychological problem. <br />The supplier is willing and has offered to substitute another <br />weapon, a P229 Sig -Sauer pistol, for the Glock M-211s. Chief <br />Marciniak noted that it is his opinion that such a substitution <br />would be in the best interests of the Department at this time. <br />Chief Marciniak stated that all the information and literature he <br />has been able to obtain indicates that the substituted weapons are <br />more expensive than the Glock M-21's and that the City would not <br />lose any value in this substitution. <br />Therefore, Chief Marciniak requested that he be authorized as <br />agent of the Board to sign any documents on behalf of the Board, <br />ifj necessary, for this substitution. <br />In conclusion, Chief Marciniak noted that he cannot emphasize <br />enough the spirit of cooperation that both the supplier and <br />manufacturer have extended in their dealings with the City. The <br />problem which necessitates the substitution is not the quality of <br />the weapon but the confidence of the officers in the weapon after <br />the correction of the many minor problems. <br />Mrs. Manier made a motion that the recommendation of the Chief be <br />accepted and his request be approved. Mr. Leszczynski seconded <br />tZ motion which carried. <br />
