020. <br />REGULAR MEETING <br />JANUARY 4, 1994 <br />Department, Police Department, Fire Department and Division of <br />Engineering. However, the Division of Environmental Services has <br />advised that they recommend against this vacation as the alley is <br />used as an entry into this and connecting alleys. These alleys <br />are narrow and difficult for the trash trucks to maneuver into. <br />Loss of this entry site would make it very difficult to service <br />the people on these alleys. <br />Additionally, the Area Plan Commission has indicated that the <br />Petitioners wish to rezone this parcel to allow the construction <br />of a parking lot to service an office building located across <br />North Frances Street. The vacation of the subject alley is needed <br />to allow enough site area to access the proposed parking spaces. <br />If the rezoning is not granted there would be no need to vacate <br />the alley which appears to be used by the residents of this block. <br />Therefore, the staff of the Area Plan Commission recommends that a <br />decision on this Petition be tabled until the rezoning issue is <br />resolved. Also, there appears to be an error in the description <br />of the alley. The subject alley is not the first east/west alley <br />north of East Washington Avenue along North Frances Street. <br />Rather it is the second. There is an unimproved alley located to <br />the south of the petition area running east 113 feet from North <br />Frances Street. <br />The Department of Economic Development has recommended that this <br />Petition be denied. Mr. Larry Magliozzi, Department of Community <br />and Economic Development advises that the Petition states that the <br />vacation of this segment of the alley may not be detrimental to <br />traffic circulation or to the adjoining properties. What is of <br />concern is that the vacation of this alley is a prelude to a much <br />larger, neighborhood land use issue. <br />Mr. Jack Dillon, Director, Division of Environmental Services, <br />advised members of the Board that should this alley be vacated it <br />may become necessary for residents on this alley to switch to curb <br />side trash pick-up as the trash trucks would have to back-up out <br />of the alley. <br />Mr. Caldwell made a motion that the Board send an unfavorable <br />recommendation to the Common Council concerning this proposed <br />vacation. Mrs. Manier seconded the motion which carried. Mr. <br />Leszczynski opposed this motion. <br />APPROVE REOUESTS: <br />OF ST. JOE VALLEY CHAPTER OF THE KNIGHTS OF COLUMBUS TO <br />CONDUCT ANNUAL "MARCH FOR LIFE" - JANUARY 23, 1994 <br />- OF AMERICAN DIABETES ASSOCIATION TO CONDUCT WALKTOBERFEST 94' <br />- OCTOBER 2, 1994 <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to requests which were <br />referred to the Board on December 13, 1993, and approval is <br />recommended. <br />Therefore, Mr. Caldwell made a motion that the request of the St. <br />Joe Valley Chapter of the Knights of Columbus be approved. Mrs. <br />Manier seconded the motion which carried. Additionally, Mr. <br />Leszczynski made a motion that the request of the American <br />Diabetes Association be approved.
