South Bend Redevelopment Commission
Regular Meeting –September 18, 2009

6. NEW BUSINESS (CONT.)

B. South Bend Central Development Area

(1) continued…

from the intersection of Western and
Lafayette.

The proposal from Populous is on the basis
of time and materials and will be capped at
One Hundred Thousand Dollars
($100,000.00) with an allowance for
reimbursable expenses. Staff would request
a budget amount approval in an amount not-
to-exceed One Hundred Fifteen thousand
Dollars ($115,000.00).

Ms. Jones asked for confirmation that this
agreement with Populous is a multi-phased
agreement anticipated in the project budget.
Mr. Schalliol confirmed that it is.

Ms. King asked if this contract will provide
new ideas, different than what has been
provided to date. Mr. Schalliol responded
that they will refine some of the master
planning that was done as part of the
neighborhood plan. We want to get a further
refinement of the areas to the left and right of
the concourse and how we will use the
grassland and parking area that we have now.

Mr. Varner asked for confirmation that the
plan that has been approved so far is only
conceptual; no budget has been approved for
it as yet. Mr. Inks could not recall. He said
there is an overall Coveleski Park budget.
This is a part of that budget, but he didn’t
recall if there is a specific amount for the
completing plan itself.

9
