. 9. The Governing Board will be assisted on a Regular basis by <br />a Technical Advisory Committee consisting of: <br />(1) One member of Common Council of South Bend <br />(2) One member of St. Joseph Council <br />(3) County Auditor <br />(4) City Controller <br />(5) City Personnel <br />(6) County Personnel <br />10. The Consortium shall be financed by Federal or State Grants <br />and by such contributions from governments, private cor- <br />porations, partnerships, associations or individuals as the <br />Board may accept. <br />I <br />11. Either "participating jurisdiction through a resolution of <br />its legislative body may withdraw from this agreement as <br />of the last day of September in any year, provided it <br />gives written notice thereof to the 'Board prior to the <br />first day of April preceding the date of withdrawal. <br />12. All real and personal property shall be acquired, held in <br />the name of the Consortium, and disposed of by the Board <br />in accord with the rules and regulations adopted and <br />promulgated thereby, and in accordance with the laws and <br />regulations of the United States and of the State of <br />Indiana. <br />-4- <br />
