13. The governing body of the Consortium is the Board of <br />Governors. Functions of the Board of Governors include <br />but are not limited to the following: <br />a. To adopt an annual work program and to establish <br />and maintain a budget under the guidance of both <br />the appropriate funding source and the State <br />Board of Accounts. <br />b• To make and adopt personnel policies regulating <br />the work relationships among employees of the <br />Consortium, and to fix their rate of compensation. <br />14.
