13. The governing body of the Consortium is the Board of <br />Governors. Functions of the Board of Governors include <br />but are not limited to the following: <br />a. To adopt an annual work program and to establish <br />and maintain a budget under the guidance of both <br />the appropriate funding source and the State <br />Board of Accounts. <br />b• To make and adopt personnel policies regulating <br />the work relationships among employees of the <br />Consortium, and to fix their rate of compensation. <br />14. The City and County jointly and severally accept responsibility <br />for the operation of the programs carried out by the Consortium . <br />and anfy.liabilities incurred thereby. <br />This agreement shall be in full force and effect upon approval by the Common <br />Councils of the City and County and the Office of the Attorney General. <br />Richard Jasinski, President — - - -- <br />Board of Commissioners Roger 0.
