8. The Board is authorized and empowered: <br />a. To adopt by -laws for the regulation of its <br />affairs and the conduct of Consortium business. <br />b. To adopt an official seal and alter the same <br />at its pleasure. <br />C. To maintain an office at such place or places <br />as it may designate. <br />d. To sue and be sued. <br />e. To accept grants and gifts from the Federal <br />government, the State of Indiana, the Partici- <br />pating jurisdictions, other units of�overnment <br />and from anJy unit,_rivate corporation, partner- <br />ship, association or individual. {low_ever, no <br />gift or grant may be accepted from any CETA <br />participant or from the CETA Executive Director <br />or from any member of the CETA professional or <br />clerical staff. <br />f: To enter into contracts with the Federal govern- <br />ment, the State of Indiana, any political sub <br />division or any agency or instrumental it thereof, <br />or with any unit, private corporation, partnership, <br />association or individual providing for or relating <br />to the furnishing of employment and training <br />services. The CETA grant shall be si ned by the <br />Chair of the Board. <br />g. To establish and maintain a public entity under <br />the day to day administrat_ion of an Executive Director. <br />The Executive Director shall _be responsible for the <br />administration of Consortium actiaities and the <br />hiring and firing of all non - exempt staff necessary <br />to carry out the administrative and technical functions <br />of the Consortium, and he shall be responsible for <br />coordinating all staff and consultant services of the <br />Consortium, preparing and administering the annual <br />work program and budget, evaluating program performance <br />and determining the need to reallocate resources and <br />such other duties as the Qoard may require. <br />h. To do all acts and things necessary or convenient <br />to carry out its purposes and powers. <br />-3- <br />
