Kenmore Street <br />Jurisdiction: <br />City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from SF2 Single Family and Two Family District to <br />PUD Planned Unit Development District to allow up to 24 one -story garden apartment or duplex <br />units for senior citizens, an accessory building housing a community room, cooking facilities, <br />tenant laundry room and office, and a yard equipment storage shed. <br />Land Uses and Zoning: <br />On site: On site is a vacant naturally vegetated open area with a small patch of trees <br />within the southern half of the site. Tree rows are located along North Kenmore <br />Street and along the adjacent alleys to the north and west. <br />North: To the north are single - family residences zoned SF2 Single Family & Two <br />Family District. <br />East: To the east across North Kenmore Street are single - family residences, including <br />an in -home daycare facility, zoned S172 Single Family & Two Family District, <br />and a church zoned MU Mixed Use District. <br />South: To the south across Washington Street are the LaSalle Park Homes, which is a <br />multi- family residential apartment complex zoned MF2 High - Density Multi - <br />Family District. <br />West: To the west are single - family residences zoned SF2 Single Family & Two Family <br />District. <br />District uses and development standards: <br />The PUD District is intended to: encourage creativity and innovations in the design of <br />developments, provide for more efficient use of land, permit special consideration of property <br />with outstanding natural or topographical features; facilitate use of the most appropriate <br />construction techniques in the development of land; and, provide for an individual land use not <br />otherwise specified elsewhere in the Ordinance. The PUD District encourages imaginative uses <br />of open space, promotes high standards in design and construction, and furthers the purposes of <br />the Comprehensive.Plan. <br />The PUD District is not intended for the development of residential subdivisions or other <br />developments which are provided for as a matter of right within any district of the Ordinance. <br />Site plan description: <br />The site is 1.53 acres (66,647 square foot). The preliminary site plan includes six separate one- <br />story apartment buildings with 24 units, a community building, and a maintenance building. A <br />HUD grant is being requested for the development of this project so the exact number of units <br />may be less than 24. Buildings cover 18,405 square foot or 28% of the site. The proposed <br />density is 15.69 dwelling units per acre with an allowable maximum density of 16 units per acre. <br />The rental units will be both age and income restricted. Hard surfaces including the parking <br />areas, drives, and sidewalks cover 17,720 or 27% of the site. The remaining 45% is open space <br />and landscaped areas. A total of 18 parking spaces are proposed which equates to 0.75 spaces per <br />unit. Several development regulations relating to minimum project frontage, minimum setbacks, <br />allowable encroachments, maximum building coverage, and minimum open space are included <br />Greater South Bend Housing, Inc. <br />#2571 -10 <br />Page 1 of 1 <br />
