All development standards not specifically indicated on the site plan shall <br />conform with the MF 1 Urban Corridor Multifamily District. <br />Zoning and land use history & trends: <br />The LaSalle Park area is predominantly a single - family residential neighborhood. According to <br />historical aerial maps, a single - family residence fronting West Washington Street existed on this <br />site prior to 1966. This residence was razed after 2008. The LaSalle Park Homes multi - family <br />residential apartment complex located south of the site was constructed between 1966 and 1971. <br />The nearby Ralph C. Ellison Homes multi - family apartment building located at the northwest <br />corner of Washington and Falcon Street was constructed in 2008. This apartment building is <br />similar to the proposed use in that it provides 42 units which are age and income restricted. <br />Traffic and transportation considerations: <br />Both West Washington and North Kenmore Streets are local two -lane streets. Existing alleys <br />border the site to the west and to the north. <br />Utilities: <br />The site will be served with municipal water and sanitary sewer. <br />Additional information: (Agency comments) <br />The City of South Bend / St. Joseph County Building Department requested a more detailed <br />landscape plan. This was addressed with the revised preliminary site plan. <br />The Department of Community & Economic Development supports this rezoning petition since it <br />is a positive investment in LaSalle Park and would meet a community need for additional <br />pedestrian oriented senior housing units. However, numerous comments were given which <br />focused on mitigating any potential negative impacts on surrounding properties. These comments <br />related to the project density, building design and access, and landscaping and screening along the <br />west property line and along Kenmore Street. Many of these concerns were addressed with the <br />revised preliminary site plan. <br />5 Criteria (per IC 36-7 -4 -603): <br />1. Current conditions and character: <br />The site is currently vacant and lies within a primarily single - family and multi- family residential <br />area. The LaSalle Park Homes multi- family residential development is located immediately to <br />the south and to the east along the west side of North Kenmore Street.
