o Removal of seriously blighted buildings and redevelopment Elimination and prevention of crime <br />as the highest priority project of the City and neighborhood. <br />o Continuation and intensification of public relations efforts to promote a positive image and <br />identity for the neighborhood. <br />o Continuation and expansion of neighborhood clean-up and property maintenance efforts. <br />o Maintenance of sound housing, marketing of vacant buildings, rehabilitation of deteriorating <br />buildings, and marketing vacant sites for new housing. <br />o Removal of seriously blighted buildings and redevelopment of sites for new housing and <br />neighborhood commercial uses. <br />o Expansion and development of establishments providing opportunities for job training and <br />employment. <br />o Maintenance of existing neighborhood facilities and upgrading of streets, sidewalks and utilities <br />serving the area. <br />o A highly focused and immediate action program will be implemented in the Washington Street <br />and Chapin Street target areas. These efforts will begin in the Washington Street area and will <br />include acquisition of blighted properties, relocation of businesses and residents, and demolition <br />of buildings for redevelopment of assembled sites in accordance with the Plan. The objective is <br />to have new housing and commercial space available for initial occupancy within 18 months <br />following approval of project financing. <br />o Completion of the Chapin Street revitalization project will follow Washington Street as a target <br />area for priority action. <br />The WWCRP, SBHF, neighborhood residents and organizations and the City of South Bend will work <br />together and with the private sector to insure that the Vision for the Near Westside Neighborhood <br />becomes a reality. <br />i~ <br />iii <br />
