• <br />Promote the development of a plan to provide quality education opportunities through <br />school and neighborhood based programs; <br />Seek revision in traffic flow restrictions to prohibit truck traffic (which runs on Walnut and <br />Washington). <br />• <br />i~ <br />NEIGHBORHOOD ASSETS <br />The revitalization effort will seek to build upon the following neighborhood assets: <br />o The history and heritage of the area as a neighborhood of diverse economic, social and ethnic <br />groups. <br />o The affection and positive feelings that existing and former residents have for the area. <br />o The numerous churches representing all denominations. <br />o The Natatorium which once served as the premier recreational facility in the City. <br />o The West Washington Historic District and the diversity of architecture. <br />o The availability of affordable housing. <br />o T'he closeness of downtown South Bend. <br />o The commitment to utilize and expand the Oliver House as a major museum facility. <br />o Recent and on-going investment in historic preservation and restoration, and in residential <br />rehabilitation. <br />o The commitment of neighborhood residents and the strong "sense of community" that currently <br />exist. <br />o The many existing and highly organized neighborhood groups including the West <br />Washington/Chapin Revitalization Project, Inc., South Bend Heritage Foundation, block clubs, <br />and social service organizations. <br />o The availability of land for new housing construction, and new commercial and industrial <br />development. <br />PROJECTS AND ACTIONS <br />The revitalization program is designed to address the full range of economic and physical conditions <br />affecting the living and business environments, and the general quality of life within the neighborhood.
