REGULAR MEETING JULY 15, 2015 54 <br />President Collins stated that unless there were questions or objections by members of the Board, the <br />statistical analysis report for the month of June 2015, as submitted by the Police Department, would <br />be accepted for filing. There being no objections, the following report was accepted for filing: <br />JUNE <br />PART I OFFENSES 2014 <br />MURDER <br />RAPE <br />ROBBERY <br />AGGRAVATED <br />ASSAULT <br />BURGLARY RESIDENT <br />BURGLARY NON <br />RESIDENT <br />LARCENY <br />MOTOR VEHICLE <br />THEFT <br />ARSONS <br />GRAND TOTAL <br />DR_AFTREVISED JOB DESCRIPTION — DIVISION CHIEF OF INVESTIGATIONS <br />Chief Teachman stated at the Board's last meeting in June, he passed out a copy of the current job <br />description for the Investigative Chief position for the Board to review. He stated he is asking the <br />Board to approve the new job description prior to posting a vacancy with Chief Steve Smith <br />resigning. Chief Teachman distributed the new proposed job description to the Board in draft form <br />for their review and comments with the hopes of moving forward with their approval at the next <br />regular meeting. Chief Teachman noted the same draft job description will be supplied to Human <br />Resources and the Legal Department for their approval also. President Collins stated the Board <br />would accept the draft form and take it under review. <br />FIRE DEPARTMENT <br />APPROVE PERMANENT PROMOTION TO THE RANK OF CAPTAIN — MICHAEL <br />HUMPHREY <br />In a letter to the Board, Fire Chief Stephen Cox stated that on July 16, 2014, Firefighter Michael <br />Humphrey was placed in the position of Captain in Special Assignment. The assignment required <br />several evaluations in order to determine his abilities in a leadership position. Chief Cox stated that <br />Firefighter Humphrey has completed all requirements of the position he has occupied in outstanding <br />fashion and he is therefore recommending that he be permanently promoted to the rank of Captain, <br />no longer in Special Assignment, effective July 15, 2015. Therefore, upon a motion made by Mr. <br />Jones, seconded by Mr. Taylor and carried, the recommendation for promotion was accepted and <br />approved. <br />APPROVE FINDINGS OF FACTS — MICHAEL BROWN <br />Upon a motion by Mr. Jones, seconded by Mr. Taylor and carried, the Board approved the Findings <br />of Facts in the matter of the discipline of Firefighter Michael Brown, with noted corrections. <br />President Collins stated the Legal Department would need to revise the findings, due to an error in <br />the time off which read forty (40), twenty -four (24) hour working days. The Board found that based <br />on the evidence presented, Firefighter Brown did not violate the Fire Department Duty Manual <br />§ §300.00(2), the deliberate or gross neglect of duty, any act of incompetence, knowingly interfering <br />with the assigned task or duty of another, or failing to submit any necessary reports in accordance <br />with department policy, but did violate § §300.00(11)(E), use of derogatory language; and <br />§ §300.00(11)(F), discourteous conduct toward the public and other personnel. Based on those <br />Findings, the Board determined that Firefighter Michael Brown be suspended without pay for the <br />equivalent of one - hundred, twenty (120), eight (8) hour workdays, commencing on June 26, 2015, <br />calculated upon his work schedule in February, 2015. Further, he shall be reduced from the rank of <br />Engineer to Firefighter 2 for a period of twelve (12) months commencing June 26, 2015.
