REGULAR MEETING JULY 15, 2015 53 <br />Mr. Collins announced the Board would take a short recess at 9A8 a.m. Chief Teachman invited the <br />family members of the newly sworn officers to a reception outside the room. He noted they are <br />welcome to stay, the meeting is a public meeting, but he would offer refreshments and picture taking <br />opportunities outside. <br />BOARD RECONVENES <br />The Board reconvened their Regular Meeting at 9:55 a.m. <br />ACCEPT AND APPROVE RETIREMENT — MICHAEL SUTH <br />President John Collins stated that Police Chief Ronald Teachman submitted to the Board the <br />Application and Declaration for Retirement for Sergeant Michael Suth effective August 2, 2015. <br />Chief Teachman noted that he has served the Department admirably for twenty -three (23) years, four <br />(4) months and two (2) days and is retiring in good standing. Chief Teachman joined the Board in <br />thanking him for his commitment, dedication and years of distinguished service to the South Bend <br />Police Department and the citizens of South Bend. Members also wished him a long and happy <br />retirement. Chief Teachman noted he will be sorely missed. Upon a motion made by Mr. Jones, <br />seconded by Mr. Miller and carried, the retirement was accepted and approved. <br />APPROVE REQUEST FOR VOLUNTARY DEMOTION TO PATROLMAN 1sT CLASS —CORI <br />BAIR <br />In a letter to the Board, Police Chief Ronald Teachman requested the Board honor the request for <br />voluntary demotion to Patrolman I't Class from Sergeant Cori Bair in order to return to the Uniform <br />Patrol Division. Chief Teachman stated Patrolman Bair is seeking to move from the night shift to the <br />day shift. The Chief stated there were no Sergeant openings on the day shift so a demotion was <br />required to move to the day shift. Mr. Jones asked if that allows him to apply for a Sergeant position <br />if an opening comes up. Chief Teachman stated he can. Upon a motion made by Mr. Miller, <br />seconded by Mr. Jones and carried, the request for voluntary demotion was approved as outlined. <br />APPROVAL OF SPECIAL POLICE COMMISSIONS <br />WILLETTA MILLER <br />RANDY HIGHLAND <br />Police Chief Ronald Teachman recommended that a Special Police Commission for Code <br />Enforcement Officer be issued, until revoked, for the above listed individuals. These Commissions <br />are issued for the purpose of writing citations for Ordinance violations where such violations have <br />fines set by Superior Court Judges. The Commissions will also empower the individuals to enforce <br />the Snow Route and Residential Snow Emergencies and to tow vehicles found to be in violation of <br />these Ordinances. They do not include the carrying of a weapon or the powers of arrest. The <br />aforementioned individuals have met the Commission requirements of the South Bend Police <br />Department. Upon a motion made by Mr. Jones, seconded by Mr. Taylor and carried, the Special <br />Police Commissions were approved. <br />RESCIND SPECIAL POLICE COMMISSIONS <br />- ED HUMPHREY <br />- BRAD BRAYDON <br />Police Chief Ronald Teachman requested the Board of Safety rescind the Special Police <br />Commissions of the above listed individuals effective immediately. Chief Teachman informed the <br />Board that these individuals are no longer in the employment of the City of South Bend. Upon a <br />motion by Mr. Taylor, seconded by Mr. Miller and carried, the Board rescinded the Special Police <br />Commissions of the above individuals effective July 14, 2015. <br />ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT <br />Chief Teachman, Police Department, advised the Board of a generous donation of $500.00 made to <br />the South Bend Police Department Athletic League from Harold and Bonnie Brueseke. He read a <br />letter sent to the Police Department commending the program and the positive effect it has over the <br />youth of the City. Chief Teachman stated the Police Department is extremely grateful for their <br />support in the continued efforts to encourage the youth of the City while building self - esteem. There <br />being no further discussion, the donation was accepted and filed. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JUNE 2015 <br />
