REGULAR MEETING JUNE 17, 2015 47 <br />APPROVE FINDINGS OF FACT AND DECISION — DENY GRIEVANCE — WAYNE <br />BOOCHER <br />Upon a motion by Mr. Taylor, seconded by Mr. Miller and carried, the Board approved the Findings <br />of Fact and Decision to deny the Grievance filed on January 27, 2015 by Sergeant Wayne Boocher. <br />Mr. Jones abstained from the vote. <br />The Board determined that Article 14 of the 2015 -2016 Working Agreement was not violated. The <br />Board determined that Sergeant Beecher was never called in while on -call; the Fraternal Order of <br />Police did not support Sergeant Boocher's grievance; and the only portion of Sergeant Boocher's <br />grievance that does not deal with an ordinance of policy is the question of overtime pay for being <br />called in while on -call. <br />APPROVE FINDINGS OF FACT AND DECISION —DENY GRIEVANCE —DAVID BEATY <br />Upon a motion by Mr. Miller, seconded by Mr. Taylor and carried, the Board approved the Findings <br />of Fact and Decision to deny the Grievances filed on March 8 and March 11, 2015 by Sergeant <br />David Beaty. Mr. Jones abstained from the vote. <br />The Board determined that Article 3 ofthe 2015 -2016 Working Agreement did not apply to Sergeant <br />Beaty's Internal Affairs Investigation. The Board determined that the South Bend Police Department <br />continuously worked to complete the internal investigations related to Sergeant Beaty; Sergeant <br />Beaty did not communicate immediately with his commanding officer, as required by the grievance <br />procedure in Article 8 of the working Agreement; and all five investigations were completed and <br />sustained before the time of the hearing and before Grievance *1 and 42 were filed. <br />APPROVE REQUEST FOR VOLUNTARY DEMOTION TO PATROLMAN 1sT CLASS —JUAN <br />LORA <br />In a letter to the Board, Police Chief Ronald Teachman requested the Board honor the request for <br />voluntary demotion to Patrolman I "Class from Sergeant Juan Lora in order to return to the Uniform <br />Patrol Division. Upon a motion made by Mr. Miller, seconded by Mr. J ones and carved, the request <br />for voluntary demotion was approved as outlined. <br />ACCEPT AND FILE DONATION TO SOUTII BEND POLICE DEPARTMENT <br />Chief Teachman, Police Department, advised the Board of a generous donation of $1,000.00 made to <br />the South Bend Police Department K9 Unit. He stated this is the tbird monetary donation received <br />from Mr. and Mrs. Robert Weiss to purchase equipment for the K9 Unit. Chief Teachman stated the <br />Police Department is extremely grateful for their support. There being no further discussion, the <br />donation was accepted and filed. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — MAY 2015 <br />President Collins stated that unless there were questions or objections by members ofthe Board, the <br />statistical analysis report for the month of May 2015, as submitted by the Police Department, would <br />be accepted for filing.
