EXECUTIVE SESSION JLNE 17.2015 46
<br />The Board of Public Safety met in the Executive Session on Wednesday, June 17, 2015 at 8:19 a.m.
<br />The meeting was held in the 13" Floor Boardroom, County -City Building, 227 West Jefferson Blvd.,
<br />South Bend, Indiana, for the purposes specified in I.C.5- 14- 1.5- 6.1(b)(6)A). Board President John
<br />Collins and Board Members Eddie Miller, Luther Taylor, and Daniel Jones were present Also
<br />present were Attorneys Jessica Brock, Elliot Anderson, and Stephanie Steele. Board members did not
<br />discuss any subject matter other than the subject matter as specified in the Public Notice. The
<br />meeting adjourned at 9:10 a.m.

<br />REGULAR MEETING JUNE 17, 2015
<br />The Board of Public Safety met in the Regular Meeting at 9:19 a.m. on Wednesday, Julie 17, 2015,
<br />with Board President John Collins and Board Members Eddie Miller, Luther Taylor, and Daniel
<br />Jones present. Also present were Police Chief Ronald Teachman, Fire Chief Stephen Cox, and
<br />Attorneys Elliot Anderson, Jessica Brock, and Stephanie Steele. The meeting was held in the 13"
<br />Floor Boardroom, County -City Building, 227 West Jefferson Blvd., South Bend, Indiana.
<br />APPROVE MINUTES OF PREVIOUS MEETINGS
<br />Upon a motion by Mr. Taylor, seconded by Mr. Jones and carried, the Board approved the Minutes
<br />of the Public Agenda Session, Executive Session, and Regular Meetings of May 20, 2015, as
<br />presented.
<br />APPROVE CORRECTION TO SCRIVENER'S ERROR
<br />President Collins stated in the Minutes of April 15, 2015, it stated that Board Member Daniel Jones
<br />was present for the meeting and the grievance heari ng. Mr. Collins explai tied that Mr. Jones was not
<br />present and was in fact out of town. Therefore, upon a motion by Mr. Miller, seconded by Mr. Taylor
<br />and carried, the correction to the Minute's scrivener error was approved.
<br />POLICE DEPARTMENT
<br />APPROVE, FINDINGS OF FACT AND DECISION DENY GRIFVANCES —ERIC DOWNEY
<br />Upon a motion by Mr. Miller, seconded by Mr. Taylor and carried, the Board approved the Findings _
<br />of Fact and Decision to deny the Grievance filed on January 22, 2015 by Sergeant Eric Downey. Mr.
<br />Jones abstained from the vote. Upon a motion by Mr. Taylor, seconded by Mr. Miller and carried, the
<br />Board approved the Findings of Fact and Decisions to deny the Grievance filed on March 5, 2015 by
<br />Sergeant Eric Downey. Mr. Jones abstained from the vote.
<br />The Board determined that Article 3 of the 2015 -2016 Working Agreement did not apply to Sergeant
<br />Downey's Internal Affairs Investigation because when Sergeant Downey's investigation was
<br />initiated, the 2013 -2014 Working Agreement was in effect and did not contain the Police Officer's
<br />Bill of Rights, nor a time limit for the completion of internal investigations.
