-6- Section XVI. Fees for services. That the plumbing contractor, and the journeyman plumber, composing with the plumbing inspector, the Examining Board herein created, shall such receive as compensation for services rendered in connection with examination of applications in the plumbing trade either as Master Plumbers or Journeyman Plumbers, each the sum of Five ($5.00) Dollars from each applicant. This fee shall be payable as other contractual obligations of the city are now payable. The fee of Fifteen ($15.00) Dollars paid by the applicant at the time of the filing the application for examination shall be deposited by the Board of Health the same as other receipts by said Board are now deposited with the City Comptroller. Section XVII. License non - transferable. Any license secured by any Journeyman or Master Plumber under said ordinance is non - transferable and it shall be unlaw- ful to loan or transfer such a plumbing license or to allow any one to work under a plumbing license held by another. Section XVIII. Certification of name. The Board of Examiners, shall upon any applicant having passed an examination given b y said Board certify to the Board of Health the name of the applicant and state therein that said applicant is entitled to a license as either a Journeyman or Master Plumber, whereupon the Board of Health shall direct the City Comptroller to issue the applicant a license upon receipt Of the fee as herein specified. Section XIX. Necessity of permit. It shall be un- lawful to perform or do any plumbing or drainage within the City of South Bend until application for a -permit to do said work has been filed with the Plumbing Inspector and a permit has been issued therefor, except, however,
