Martin, Clerk <br />FILING OF QUARTERLY TRAVEL AND TRAINING EXPENDITURES REPORT— AUGUST, <br />SEPTEMBER AND OCTOBER 2014 <br />Fire Chief Steve Cox submitted to the Board a written Quarterly Travel and Training Expenditures <br />Report for the period of August, September, and October 2014. The report summarizes travel and <br />training expenditures for the South Bend Fire Department personnel during this quarterly period. In <br />his letter, Chief Cox slated that training is essential to all aspects of fire service and it is necessary to <br />remain abreast of the most current firefighting technologies and emergency medical services. There <br />being no questions concerning this report, the Quarterly Report for Travel and Training Expenditures <br />was accepted and filed. <br />FILING OF MONTHLY STATISTICAL. ANALYSIS REPORT — NOVEMBER 2014 <br />Fire Chief Stephen Cox submitted to the Board the monthly report for November 2014 compiled by <br />the Prevention/Inspection Bureau of the Fire Department. M- s. Vasquez stated if there were no <br />objections, the Board would accept the report for filing as presented. <br />A summary is as follows: <br />NOVEMBER <br />NOVEMBER <br />2013 <br />2014 <br />STRUCTURE FIRES <br />Property Damage -- Buildings & Contents <br />Estimates) <br />$114,850.00 $147,575.00 <br />INSPECTION DIVISION <br />205 Inspections <br />197 Total Inspections <br />87 Re-Inspections) <br />(50 Re-Inspections) <br />INVESTIGATION DIVISION <br />17 <br />16 <br />Investi ations <br />Investi ations <br />2 Incendiary <br />2 <br />7 Accidental <br />Arsons <br />0 Natural <br />5 Undetermined <br />PRIVILEGE OF THE FLOOR <br />Police Chief Ronald Teachman stated be would like to acknowledge Sergeant Detective Chris <br />Hinton who will speak regarding a program under study regarding a Lethality Policy and will bring <br />back a formal policy in January for the Board's review. Sergeant Hinton informed the Board that he <br />is assigned to the Domestic Violence Division and has been working with the County to "train the <br />trainers" in order to enact a lethality policy that includes an eleven question protocol for officers to <br />fallow to determine if a victim should be referred to an advocacy unit. Sergeant Hinton passed out <br />copies of the policy and noted the first three questions officers would ask would automatically <br />determine that the victim should be referred to a victim advocacy unit. Sergeant Hinton noted there <br />are currently twelve (12) counties in Indiana using the policy. President Vasquez stated the Board <br />discussed this at their Agenda Review Session and they look forward to seeing the draft and they are <br />in support of the program. Chief Teachman stated there is another issue they are working on <br />involving wrongful convictions and why they occur. He noted they have determined that the weak <br />link is in witness identification and the possibility of unintended influence. Chief Teachman stated <br />there are several procedures used for witness identification, the most common one being a photo <br />array. Chief Teachman stated they are working on a. policy where the key presenter of the photo array <br />is not involved and doesn't know anything about the case so there is no unintended influence. <br />Attorney Douglas Grimes addressed the Board and stated he appreciates the Board's efforts with <br />Officer Jack Stilp but explained that he felt it necessary to make his objections to the Findings of <br />Facts at this time. Attorney Grimes stated they object to the imposing of ninety (90) days without <br />
