Waggoner's Dairy Farm, Inc. Phase II Annexation Area 6 <br />Indiana. Off -site street improvements have yet to be determined until the full traffic modeling <br />analysis completed by MACOG has been studied. <br />Drainage Plan - Drainage facilities will be constructed by the developer. Drainage plans are <br />typically completed by the developer, submitted with subdivision plats, and reviewed and approved <br />by the St. Joseph County Surveyor, the Board of Public Works of the City of South Bend, and the <br />St. Joseph County Engineer, as appropriate. Drainage plans for this Annexation must meet the <br />requirements of the appropriate jurisdiction(s). <br />Other Infrastructure Improvements - The roadway network, drainage systems, power, <br />communications, natural gas, and other infrastructure systems need to be developed. The City's <br />contribution to that effort, if any, has not been negotiated with the developer as of the submittal of <br />this fiscal plan to the Board of Public Works and the Board of Public Safety. The South Bend <br />Redevelopment Commission and the City of South Bend policy on matters such as this, has <br />historically been to sequester taxes generated within the development area through a tax increment <br />financing district. It will be the developer's responsibility to provide all public works <br />improvements above and beyond that which can be financed through the development agreement <br />with the City. <br />General Budget Analysis <br />2002 Budget Report for the Department: <br />Expenditures: $7,427,294 <br />State Revenue: $5,341,296 <br />Balance (a): $2,086,165 <br />Miles of Roadway in City (b): @482 <br />Cost per Mile: @$4,328 ((a) divided by (b)) <br />New Mileage within Area: @.82 miles (4,660 feet) <br />Total estimated Maintenance costlyear: @$3,549 ($4,328 *.82) <br />When fully developed, this annexation area is not expected to require major capital outlays for <br />public works vehicles or equipment. Cost of road maintenance (such as pavement repair and/or <br />replacement) will not be fully required during the early years of development, in anticipation that <br />major repairs will not be needed. <br />B. Police Department <br />The noted area would be expected to be added to the already existing BEAT 22. It is located in an <br />area of the City that is expected to continue to grow, both in commercial development as well as <br />residential. Police patrols, traffic enforcement, and emergency responses will be part of the services <br />the City will offer to this area. Most certainly we can expect the calls for service by the Police <br />Department to rise in conjunction with the growth in this annexed area. <br />
