Phase I7Annexation Area y <br />Noting that the City will continue to annex and grow in areas to the south and north, the Police <br />Department has been studying beat restructure to insure that comparable response times and <br />services will be insured to those areas as to other areas of the City. <br />Beat 22 has become one of the largest geographical beats, and it is felt that when this proposed area <br />begins to advance, this beat will have to be part of the restructuring. It is proposed that as part of <br />the overall beat restructuring, an additional beat would be added to cover the growth that has <br />occurred over the past several years as well as future growth. The overall cost of an additional beat, <br />which includes adding manpower and equipment, is approximately $475,000 in 2005, and could be <br />expected to rise each year in accordance to pay increases and other incidental cost increases. <br />It should be noted it will not be necessary to add a beat immediately. Beat restructure and other <br />measures would enable the Department to handle this proposed annexation until the area is more <br />fully developed. The source of funds to cover the cost of adding a beat would be expected to be <br />covered by increasing the Police Department's budget out of the General Fund. <br />Primary police response will be taken over by the South Bend Police Department. Police coverage <br />to this area will begin immediately upon annexation and coordination of the conversion of the 911 <br />emergency phone system for that area. Conversion of the 911 emergency phone system may take <br />up to one month from the effective date of the Annexation. <br />It is anticipated that the services of this Department will be minimally required to service the <br />Annexation Area in the first five years of the annexation. Therefore, the service cost of the <br />Department has been reduced by one -third to reflect a more realistic actual cost to service the <br />Annexation Area in the first five years. <br />Note: The cost ofservice for this Annexation Area is based on the number ofparcels.
