Waggoner's Dairy Farm, Inc. Phase 11 Annexation Area 5 <br />J. Municipal Legislative District <br />The Annexation Area will be in the 1st District. <br />K Hiring Plan <br />It is anticipated that this annexation will not result in the elimination of jobs for employees of any <br />other governmental entities. The German Township Trustee has been notified of this Annexation <br />SECTION III. MUNICIPAL SERVICES <br />A. Public Works <br />Sewer - Sanitary sewer service is available at the U.S. 31 Industrial Park on the east side of the <br />Parkway and at Westwood Knolls subdivision on the west side of the Parkway, in connection with <br />sewers that would be developed in Phase I. Both connection points depend upon the U.S. 31 <br />Industrial Park lift station. That station was designed to be expanded for the full build -out of its <br />potential service area. The sewage treatment plant has the capacity to accommodate additional <br />growth in the Annexation Area. On site infrastructure improvements have yet to be determined. <br />Water - A 16" water main is located on the south side of Adams Road. This water main is looped <br />along Mayflower and Orange Roads. There is also a 1.5 million gallon elevated storage tank in this <br />zone. <br />A flow test on Adams Road near the St. Joseph Valley Parkway was taken on August 5, 2005. It <br />indicated a static pressure of 66 p.s.i, a residual pressure of 56 p.s.i, and a flow rate of 1,060 g.p.m. <br />There should be adequate capacity for the annexed area. <br />Extensions of, or taps into sanitary sewer and water lines shall be governed by I.C. 36- 9 -22 -2, <br />I.C. 8 -1.5 -3 and 4, and the rules and regulations of the South Bend Water Works and Sewer Utility. <br />Street Lighting - Additional revenue to the General Fund from this annexation area will be sufficient <br />to pay for street light operations on the new roads to be developed. <br />Waivers of Annexation - No waivers of annexation are in effect for the Annexation Area. <br />Streets - The developer will be required to construct new public streets to access the lots proposed <br />for development. Portions of Adams Road, Mayflower Road, The St. Joseph Valley Parkway and <br />Orange Road are included in the Annexation Area as required by State law. The new and existing <br />streets will add mileage to the roadway inventory. The new mileage will add to the state's <br />payments to the Motor Vehicle Highway Fund and Local Road and Street Fund sufficient for street <br />maintenance, sweeping, and snow removal. Street maintenance, sweeping, and snow removal <br />responsibility of those portions of Adams, Mayflower and Orange Roads will be taken over by the <br />Bureau of Streets. The St. Joseph Valley Parkway will remain the responsibility of the State of <br />
