REGULAR MEETING SEPTEMBER 9, 2014 285 <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE THE FIRST EAST /WEST <br />ALLEY NORTH OF LINCOLNWAY WEST ON ELMER <br />Mr. Gilot indicated that Bettie Jo Williams, 2301 Lincoln Way West, South Bend, Indiana <br />46628, has submitted a request to vacate the above referenced alley. Mr. Gilot advised the Board <br />is in receipt of favorable recommendations concerning this Vacation Petition from the Area Plan <br />Commission, Police Department, Fire Department, Solid Waste, Community Investment, and <br />Engineering. Mr. Gilot advised the Board is in receipt of favorable recommendations concerning <br />this Vacation Petition from the Area Plan Commission, Police Department, Fire Department, <br />Solid Waste, Community Investment, and Engineering. Area PIan stated the vacation would not <br />hinder the growth or orderly development of the unit or neighborhood in which it is located or to <br />which it is contiguous. The vacation would not make access to the lands of the aggrieved person <br />by means of public way difficult or inconvenient. The vacation would not hinder the public's <br />access to a church, school or other public building or place. The vacation would not hinder the <br />use of a public right -of -way by the neighborhood in which it is located or to which it is <br />contiguous. Area Plan Commission noted if the petitioner expands the parking to Lot 23 across <br />the alley a Special Exception Use will be needed for Accessory Parking in the SF2 District. <br />Therefore, Ms. Roos made a motion recommending approval of the request for vacation subject <br />to the Area Plan Commission's comments. Mr. Relos seconded the motion which carried. <br />APPROVE /DENY TRAFFIC CONTROL DEVICES <br />Upon a motion made by Ms. Roos, seconded by Mr. Relos and carried, the following traffic <br />control device was approved: <br />NEW INSTALLATION: Handicapped Accessible Parking Space Sign <br />LOCATION: 2106 Berkley Place <br />REMARKS: All criteria has been met <br />Upon a motion made by Mr. Relos, seconded by Mr. Henthorn and carried, the following traffic <br />control device was approved: <br />NEW INSTALLATION: Speed Limit, Twenty -Five (25) mph <br />LOCATION: Kinyon Street from Portage Avenue to Kessler Boulevard <br />REMARKS: Residential Street that currently does not have a Posted <br />Speed Limit Sign <br />Upon a motion made by Ms. Roos, seconded by Mr. Relos and carried, the following traffic <br />control device was tabled: <br />NEW INSTALLATION: Residential Parking Zone 6:00 a.m. to 6:00 p.m. <br />LOCATION: 1217 N.
