Mr. Strickler <br />worked deeply in that for years. However, <br />South Bend's model is unique, cutting edge. <br />Ms. King asked if the Blue Waters Group has <br />done anything similar. Mr. Strickler <br />responded that it has not. This is new. <br />Ms. King asked if the $350,000 includes any <br />kinds of collateral materials, or media, etc. <br />Mr. Strickler responded that the $350,000 is <br />inclusive of all materials. If $350,000 seems <br />like a lot, we haven't seen anything, yet. <br />There is a whole need to build South Bend's <br />credibility through editorial and Web <br />management. <br />Ms. King noted that the contract indicates <br />that the $350,000 would be used on an hourly <br />basis. She asked if there is a rough hourly <br />rate that he could name? Mr. Strickler said <br />the average rate is $122.83. His personal rate <br />is a fair amount more. Those that work for <br />him are paid less than that. It is all laid out in <br />the contract. The portion of this contract that <br />is for labor, not production, is based on the <br />work program that he and the city have <br />produced that identifies specifically what <br />needs to be done. <br />Ms. King asked staff what process was used <br />in selecting the Blue Waters Group. Were <br />there other candidates entertained? Mayor <br />Luecke responded that the process started <br />11 <br />
