Mr. McMahon asked <br />Mr. Strickler for help in identifying someone <br />who could provide the services South Bend <br />needed. Ultimately, we felt the Blue Waters <br />Group was the best qualified. There was no <br />bid process. And, Project Future, the <br />University of Notre Dame and the city all felt <br />it would be beneficial to use the same <br />consultant to provide a unified message. We <br />hope to eventually have a unified contract <br />with all parties, but the city didn't want to <br />wait for that to be developed before getting <br />to work. <br />Mr. Strickler noted that he did not come to <br />South Bend looking for business. The Blue <br />Waters Group is very busy. Pat McMahon <br />called him and asked his best counsel on how <br />to approach this. Also, he doesn't know <br />anyone else in the country that does what <br />Blue Waters Group does. It is not a public <br />relations firm. They are serious writers who <br />are deeply experienced in technology and <br />science. <br />South Bend needs really good collateral to go <br />to the market with and explain itself. South <br />Bend needs a much more proactive Web <br />presence, explaining its story. It needs either <br />secondary or primary research, qualitative <br />and quantitative, relative to deeply held <br />beliefs in the community and in the target <br />markets. <br />Ms. Jones asked if the funds to pay Blue <br />Waters Group are from the funds committed <br />12 <br />
