Housing <br />(1) continued... <br />Mr. Inks noted that the loan amount is <br />$6,700. The grant is in the amount of <br />$12,578. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Downes and unanimously carried, the <br />Commission approved the Loan and Grant <br />related to the South Bend Home <br />Improvement Loan Program for property <br />located at 1010 Vassar Street. (Joseph Peele, <br />Sr.) <br />B. South Bend Central Development Area <br />(1) Proposal for Master Planning Services in <br />the South Bend Central Development <br />Area. (East Bank Village, Phase II) <br />Mr. Kain noted that a request for proposal <br />was recently submitted to JJR for creating a <br />master plan for phase II of the East Bank <br />Village area. Phase I of the plan was adopted <br />in June. Holladay Group, facilitator in this <br />process and a partner with the city, submitted <br />the RFP to JJR. The proposal includes their <br />fee of $50,000 for a specified scope of <br />services. The scope of services for Phase II <br />is similar to that of Phase I. The boundaries <br />of Phase II are Jefferson Blvd. (N), Eddy St. <br />(E), Sample Street (S) and the St. Joseph <br />River (W). <br />Ms. Jones asked about the completion date, <br />whether the planning effort really would take <br />until December 2009.
